Air Traffic Service Quality Monitoring |
High level of safety of air navigation services for airspace users is achieved, inter alia, through preventing diversions from established rules and procedures during provision of air traffic services (ATS). Monitoring of such diversions is carried out during the analysis of the work of ATC shift personnel. The analysis is performed by means of playback (audition and viewing) of the materials of ground-based objective control facilities (radio communication recordings between a controller and a crew, information of air navigation situation and planned information).
Air traffic service quality monitoring is carried out by specialists of the objective control units of the Regional Branches and the ATS Quality Monitoring Division with the assistance of other specialists of air navigation service of UkSATSE, if necessary.
Audition and viewing of the materials of ground-based objective control facilities is carried out at the automated workstations of objective control in the division and units that have technical facilities to reproduce audio and video information of the corresponding automated air traffic control system.
Objective control specialists analyze the work of ATS shift personnel by comparing their actions during the provision of air traffic service to the requirements of current ATS regulations. If necessary, the objective control specialists can make transcripts of voice communication records, take pictures of the air navigation situation obtained from ATS surveillance system and make copies of materials related to the planned information.
The diversions identified during the analysis are reported to the on-duty shift management and directly to ATS specialists (individually or during the corresponding training). The analysis is used to identify shortcomings in the professional training of ATS specialists, as well as in documents regulating ATS at the local level.
Additionally, pursuant to the results of ATS quality control, a newsletter is issued on a quarterly basis with an analysis of the mistakes identified during the ATS along with the recommendations on preventing such mistakes in the future. Furthermore, proposals are developed to improve the ATC Manuals and the established ATS rules and procedures.
Part of the materials of objective control and their analysis regarding typical examples of mistakes or, alternatively, the examples of the outstanding performance of ATS personnel while providing ATS is presented to the training centers and training and certification centers of UkSATSE for the use in continuous training.
Records of the information of ATS surveillance systems and voice information, used during the analysis, are stored for a specified period of time. In case the records are related to the investigation of aviation accidents and incidents, they shall be preserved for the period determined by the Investigation Commission.
