UkSATSE: modernization of Ukrainian air navigation infrastructure in 2020 carried out in accordance with European standards
Modernization of the Ukrainian air navigation system constitutes the basis for safety and quality of services provided by UkSATSE, the national air navigation services provider. Significant steps towards infrastructure development in accordance with European standards have been made in all UkSATSE subdivisions during 2020.

On December 24, 2020, acceptance tests of the Remote CNS Facilities Monitoring Network based on modern wireless technologies were completed at Lviv RB. The receiving and transmitting radio centre and airdrome radar system with remote control centre in Lviv ATC Centre have now been integrated into this Network. The multifunctional Monitoring Network is technically flexible and rapidly scalable, and allows the integration of up to 30 remote facilities due to its modular architecture. It provides real-time automation of continuous remote monitoring of the facilities engineering networks, remote facilities life-support systems and advance forecasting of failures to prevent emergency situations. Besides, the system enables video surveillance of each facility due to state-of-the-art intelligent monitoring system. All information received from remote facilities is stored in the data processing centre located in the ATC Centre.

In December, the operational use of the upgraded Aircon 2100 ATM System manufactured by Indra Sistemas S.A. started at Dnipro Regional Branch. This was preceded by successful acceptance tests of the upgraded software performed in November and December. In particular, remote workstations of Zaporizhzhia ATS Unit were integrated into the system during modernization.

In the second half of 2020, the Odesa ACC premises were re-equipped for the installation of new ATM System manufactured by Indra Sistemas S.A. The new advanced Spanish manufacturer’s System will replace Anastasiia-2 System which has been in operation since 2000.

In December 2020, acceptance tests of the upgraded Aircon 2100 ATM System were completed at Kharkiv RB.

Voice Communication Systems installed at KYIVCENTERAERO RB and Lviv RB were upgraded in 2020. Modern Voice Communication Switching Systems for 30 UkSATSE facilities are currently being implemented.
The site for the new radar in Bakhmach area is at the final stage of preparation as well. Factory tests of two radars installed in the area of Skadovsk and Henichesk were completed.

Decisions of influential organizations in the field of safety, the European Union Aviation Safety Agency (EASA) and the U.S. Federal Aviation Administration (FAA) have proven the international recognition of the proper safety level in the airspace under the responsibility of Ukraine. Official publications of EASA and FAA confirmed the high level of safety that Ukraine guarantees in the airspace above the Black Sea in Simferopol FIR. This is a significant victory at the international level in defending the national interests of Ukraine. The important grounds for it were, in particular, measures of technical modernization of the air navigation system infrastructure that UkSATSE is performing in the course of 2020.
