| EUROCONTROL specifications for harmonized rules for Operational Air Traffic were introduced in Ukraine |
EUROCONTROL specifications for harmonized Rules for Operational Air Traffic (OAT) under Instrument Flight Rules (IFR) inside controlled Airspace of the ECAC Area (EUROAT) were officially introduced in Ukraine.
 In December 2020, EUROCONTROL published addendum to the document «EUROCONTROL Publication for harmonized Rules for Operational Air Traffic (OAT) under Instrument Flight Rules (IFR) inside controlled Airspace of the ECAC Area (EUROAT), Change 8», officially confirming the implementation of EUROAT in Ukraine.
Harmonisation of OAT and General Air Traffic (GAT) provision procedures will simplify coordination procedures between the relevant civil and military air traffic management authorities, increase airspace usage efficiency and capacity and result in a reduced probability of hazards during air traffic servicing and control of civil and government aircraft in single airspace.
EUROAT implementation process in Ukraine lasted almost 10 years. During this period, the experts of the State Aviation Administration of Ukraine, Ministry of Defence of Ukraine and UkSATSE had been actively working within the framework of Ukraine Local Single Sky Implementation (LSSIP) main task AOM 13.1 "Harmonize Operational Air Traffic (OAT) and General Air Traffic (GAT) handling".
In the framework of AOM 13.1. main task performance the specialists of Air Navigation Service Unit, Ukrainian Airspace Management and Planning Centre (UKRAEROCENTER), Safety and Quality Inspectorate of UkSATSE participated in elaboration and implementation of legal and regulatory acts of Ukraine, improvement of airspace usage management and procedure, civil-military coordination, flight procedures and civil and state aircraft traffic services and management in single airspace in accordance with ICAO standards and recommended practices, European Union legislation and EUROCONTROL documents.
In the context of this main task performance, theoretical and practical, in particular language, training of military specialists of ATM Centers, which belong to air traffic control and coordination personnel, was organised at UkSATSE Training and Certification Centre on updated OAT and OAT/GAT procedures under the specialised training programme for radio telephony in the English language, which was developed by the Training and Certification Centre specialists together with the air navigation service specialists. |
