Andrii Yarmak, Director of UkSATSE, confirmed the intentions for cooperation with the FAA in the direction of maintaining and developing the knowledge of air traffic control personnel.

Air Traffic Service
One of the main objectives of UkSATSE is to provide Air traffic services (ATS) in the Ukrainian airspace and in the airspace over the high sea, where the responsibility for ATS is delegated to Ukraine by international agreements. Air traffic services are provided by ATS units, which are part of air traffic management centres.

The management of ATM centre and ATS units is regulated by the Documents of Air Navigation Service Department of UkSATSE approved by UkSATSE Order No. 246 dated 14.07.2017

Documents of Air Navigation Service Department of UkSATSE contain general materials for preparing the Regulation on ATS units, description of duty responsibilities for ATS specialists, samples of operational instructions for ATS units and other regulatory and guidance material that is meant to help the managers of Air Navigation Service Department of UkSATSE to organize the work of ATS units.

UkSATSE ATM Centres

The list of ATS units that are part of ATM Centres of Air Navigation Service Department of UkSATSE is approved by appropriate UkSATSE order which is updating in accordance to necessary. Air traffic control

Four air traffic management centers (Kyiv, Lviv, Odesa and Dnipro) were created for providing of air traffic control service, approach control service, flight information service and alerting service of air traffic in the airspace of Ukraine.

Two APPs (Kharkiv and Zaporizhzhia) provide approach control service within TMAs.

Aerodrome traffic services are provided by ATS units – TWRs.

Aerodrome control service in Ukraine is carried out by UkSATSE at 15 aerodromes of Ukraine (“Vinnytsia”, “Dnipro”, "Zaporizhzhia”, “Ivano-Frankivsk”, “Kyiv” (Boryspil), “Kyiv” (Zhuliany), “Kryvyi Rih”, “Lviv”, "Odesa”, “Poltava”, “Rivne”, “Uzhhorod”, “Kharkiv”, “Kherson”, “Chernivtsi”.)

Flight information service

Flight information sectors of ACCs and APPs provide flight information service within FIZs.

Flight information service (FIS) is provided:
  • within controlled airspace (class C, D) – by ATC units (ACCs/APPs)
  • outside controlled airspace (class G, GND-1500 AMSL) – by 6 flight information sectors which are located in 4 ACCs (Kyiv – 2 sectors, Lviv – 2 sectors, Odesa – 1 sector, Dnipro – 1 sector) and 1 sector in Kharkiv APP
  • within controlled zones (CTR) and in controlled aerodromes – by TWRs

Operational Flight Information Service Broadcasts

UkSATSE prepares and provides VOLMET type of the VHF broadcasting:
  • Automated VOLMET type broadcasting stations, designated for submission of meteorological information to aircraft crews in flight, are working in Kyivcenteraero, Lviv, Dnipro and Odesa Regional Branches
  • VOLMET type broadcasting includes METAR (METeorological Aerodrome Report), TREND (Landing forecast) and SIGMET (Significant Meteorological Information) in corresponding FIRs

UkSATSE prepares and provides ATIS type of the VHF broadcasting:
  • Automatic Terminal Information Service (ATIS) is available for aircraft performing landings and take-offs at aerodromes of Kyiv (Boryspil), Kyiv (Zhuliany), Dnipro, Odesa and Lviv
  • ATIS station at Kharkiv aerodrome provides meteorological and navigation information for landing and taking-off aircraft

Aerodrome flight information service (AFIS)

AFIS units provide flight information service in the following aerodromes: Ternopil’, Cherkasy, Mykolaiv, Sumy.

Alerting Service

All ATS units are responsible for the provision of alerting service within its area of responsibility according to Ukrainian legislation.

ACCs serve as the central point for collecting of all information relevant to a state of emergency of an aircraft operating within the flight information region or control area concerned and for forwarding such information to appropriate regional Search and Rescue Co-ordination Centres of the State Emergency Service of Ukraine, which are located in each ACC.

In case of emergency in civil aerodromes TWR inform appropriate airport’s services established within the framework of the search and rescue units and other services and units specified in the relative coordination instructions.

ATS messages are collected and shared by 6 briefing offices (Dnipro, Kyiv (Boryspil’), Kyiv (Zhulyany), Lviv, Odesa, Kharkiv).
