Single sky for everyone

People are sitting near computer monitors in headphones with microphones, looking fixedly at monitor and radio communicating in English from time to time. One may think, they are fascinated by some computer game. But in fact it is not an entertainment at all. That is the way the work of air traffic controllers looks like.

As Victor Dobrivskyi, the Head of “Kyivcentraero” Area Control Centre, UkSATSE Regional Branch, states air transport corridor traffic is much more interesting than any game. Air traffic controllers provide safety of air traffic over the territory of our country. They hold in their hands lives of thousands of people, not only in the sky but also on the ground. That is why responsibility for each decision is high.

“Computer games” of these professionals are never over. Tracks with labels are moving en-route on the monitors. Sometimes one air traffic controller controls up to twenty such targets. Each aircraft keeps to assigned route, has its altitude and speed, moreover these factors, depending upon different reasons, may change, as well as under the controller’s command. It demands his maximum concentration of attention, adequate evaluation of air situation in general, ability to define unmistakably priorities when making decisions.

Looking at the old equipment that remained only as museum exhibits it is hard to imagine how one could provide flight safety in the past. Using that equipment it was difficult to see clear air situation picture, it did not display traffic situation in the area of responsibility and did not inform controller about dangerous situations. One had to keep in mind a lot of necessary information that is why there was lack of time for analysis and decision making.

Today in large, equipped with modern ATC systems room work both civil and military air traffic controllers. Establishment in 1999 of the Joint Civil-Military system of ATM enables more efficient use of the air space both for civil and military goals. Such co-operation exists only in Germany, Sweden and Ukraine. The specialists state that it guaranties harmonisation of economic concern and safety of our state.

Today UkSATSE is responsible for five Flight Information Regions with general area of 774569 square kilometres. Total length of the international routes in the airspace of Ukraine makes 47 000 km. Air navigation services were rendered to more than 2500 airlines of the world.

Ukrainian air traffic controllers operate aircraft traffic not only within land frontiers of the country but also over the sea. The International Civil Aviation Organisation (ІCАО) delegated responsibility for servicing air traffic in the international airspace over the Black Sea to Ukraine. This is another proof of recognition of the high level of development of the national air navigation system.

Last year our country became full member of European Organisation for the Safety of Air Navigation (EUROCONTROL). Its aim — creation and development of integral pan-European system of air traffic safety. It is a very important step of Ukraine on the way towards integration to the European community.

Single international qualification requirements to rules and ATC procedures, level of English language proficiency cover also Ukrainian air traffic controllers. Today one is creating such a system of air controller education that in future shall give chance to the graduating students to be needed not only in Ukraine but also all over the world.

Only two educational institutions in Ukraine train air traffic controllers — National Aviation University in Kiev and State Flight Academy of Ukraine in Kirovograd. Yet not all the students after graduation work in their specialty. Professional aptitude to a large extend depends upon psychological peculiarities of a person, his character and temper.

Victor Dobrivskyi, experienced controller, says that first of all the ability to concentrate of future student should be checked. If he is able simultaneously to talk and follow what happens around then he is capable to work. Moreover, diction and voice tones, ability to study foreign languages are very essential for job of air traffic controller. A real professional controller — is one who foresees and controls the situation but does not take his lead from it.
