Andrii Yarmak, Head of UkSATSE, took part in a strategic meeting held on September 14, 2023 in Brussels with the participation of the heads of key Ukrainian airports, European institutions and financial organizations - DG MOVE (Directorate-General for Mobility and Transport), EUROCONTROL, EASA (European Union Aviation Safety Agency), EBRD (European Bank for Reconstruction and Development) and EIB (European Investment Bank). The meeting was organized by Airports Council International - ACI Europe.

The delegation of Ukraine, headed by Deputy Vice Prime Minister for Recovery Serhiy Derkach, together with the main participants of the Ukrainian aviation market, discussed the current situation in the aviation industry of Ukraine, outlined the main focuses of further recovery, including operational activities and readiness to provide civil aviation services, financing and implementation of major infrastructure projects.

Olivier Jankovec, CEO of ACI EUROPE: "Today's meeting was an important first step in addressing a number of issues facing the Ukrainian civil aviation industry. Airlines such as airBaltic, Ryanair, and Wizz Air have already announced their readiness to connect Ukraine with European cities as soon as it is safe to do so."

Andrii Yarmak, Head of UkSATSE, presented the stages and prospects for the recovery of air navigation services in Ukrainian airspace.

In particular, he noted that Ukraine has been a member of EUROCONTROL since 2004.
From the very beginning of the war against Ukraine, thanks to the support of the Agency at all levels, UkSATSE has been able to maintain the necessary competencies of our air traffic control and other operational staff, maintain our infrastructure, and plan further activities.

"Ukrainian State Air Traffic Services Enterprise that’s headed by me," said Andrii Yarmak, "is the national provider of air navigation services in Ukraine and connects all Ukrainian airports with air routes, as well as with other airports in the world. And for us, as always, ensuring flight safety in this air communication has been and remains a top priority."

He also noted that the UkSATSE team has experience in implementing the Safety Case - when opening air routes in Simferopol FIR over the high seas of the Black Sea, where the responsibility for providing air traffic services is delegated to Ukraine under the international agreements.

Andrii Yarmak: "We thank EUROCONTROL, European Commission and EASA for supporting our initiatives in the most difficult times for Ukrainian aviation. We understand the priorities of common European safety for civil aviation."

As part of the discussion of the prospects for the development of Ukrainian airports, it was emphasized that the recovery of their operation is an important matter not only for Ukrainian passengers and airlines, but also for international partners who are interested in resuming their integration into the international network and increasing the mobility of the people, including Ukrainian refugees.

Oleksii Dubrevskyi, Boryspil International Airport CEO: "It is difficult to exaggerate the role of airports for the national economy. We must find solutions to ensure the mobility of the people, accessibility of our country and support for exports. Operating Ukrainian airports support more than 200 thousand jobs and generate 2.6 billion euros of the country's GDP. And after the war is over, the role of aviation will become even more significant: to bring refugees home and rebuild the country."

The meeting resulted in the development of several areas of cooperation with European aviation structures and international financial organizations.

As part of the support for the air navigation sector, it was agreed to facilitate flight inspections of ground equipment, help rebuild damaged infrastructure and implement new support programs for UkSATSE operational specialists.
