UkSATSE taking number of measures to restore and enhance surveillance system
UkSATSE is taking a number of measures to restore and enhance the surveillance system covering Ukrainian airspace in order to maintain operational activity and ensure the rapid resumption of air navigation services.
UkSATSE participated in the 2023 CEF (Connecting Europe Facility) Call for proposals of the European Commission and became one of the beneficiaries (Grant Agreement - Project 101175465 - 23-EU-TG-GREEN CNS), in particular in the project “Studying of surveillance services recovery in the airspace of Ukraine with Automatic Dependent Surveillance Broadcast ADS-B”.

UkSATSE improves surveillance coverage of Ukrainian airspace
Today, UkSATSE and THALES LAS FRANCE SAS, a leading innovator in artificial intelligence, quantum technologies, communications and cybersecurity, and the world’s largest manufacturer of communication, navigation and surveillance equipment with successful experience in the supply of ground-based sensor technologies to civil and military customers, signed a contract for the installation of a fast deployable Primary Surveillance Radar (PSR) co-mounted with Monopulse Secondary Surveillance Radar (MSSR). This will ensure high-quality and efficient provision of air navigation services as part of the gradual recovery of air traffic in the skies over Ukraine.
The project is being implemented within the framework of the Grant Agreement on assistance in restoring and maintaining critical infrastructure and priority sectors of our country's economy signed between the Government of Ukraine and the Government of the French Republic which identifies THE SUPPLY AND INSTALLATION OF PSR/MSSR RADAR FOR APPROACH AND EN-ROUTE SURVEILLANCE manufactured by THALES LAS FRANCE SAS as one of the priority projects for UkSATSE.

European ATM Voluntary Solidarity Fund to support Ukraine in 2025-2026
On 17 February, Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine – Minister for Communities and Territories Development, and Ra?l Medina Caballero, EUROCONTROL Director General, signed an agreement on the extension of the European ATM Voluntary Solidarity Fund in 2025-2026.

Heads of EUROCONTROL and UkSATSE discuss prospects for resumption of civil aviation flights in Ukrainian airspace
On his second stay in Ukraine, EUROCONTROL Director General Mr. Medina visited the UkSATSE office where he could witness the unique experience the company has gained during the wartime, with its main focus on maintaining competencies, providing refresher training for personnel and ensuring the operational status of ground infrastructure.

EASA warns of the dangers to flight operations in the airspace of the russian federation
The European Union Aviation Safety Agency (EASA) warns of the dangers to flight operations in the airspace of the russian federation.
This is stated in the new CZIB No. 2025-01 aimed at increasing the safety of flights in the European region.
The document applies to flights in the airspace of the russian federation and enters into force immediately for the respective Flight Information Regions: Moscow, Rostov-na Donu, Sankt-Petersburg, Yekaterinburg and Samara.
As a result, EASA, as the main aviation safety regulator in Europe, strongly recommends not to operate within the affected airspace of the russian federation located west of longitude 60° East at all altitudes and flight levels.
This applies not only to EU operators, but also to third-country airlines authorised by EASA, when conducting operations to, from and within the EU.

Ukrainian air traffic controllers enhance qualifications at ROMATSA
During October – November 2024, 42 Ukrainian air traffic controllers completed refresher training courses organised with the support of ROMATSA R.A. experts at the Training Centre CDZ Constanta within the framework of the Memorandum of Cooperation between UkSATSE and the Romanian Air Traffic Services Administration – ROMATSA R.A.
This programme is aimed at enhancing the practical skills of air traffic controllers and gaining the latest knowledge in air traffic management, which is crucial for restoring air navigation services and ensuring safety of air traffic in Ukraine.

Head of UkSATSE Andrii Yarmak took part in Ukraine Aviation Recovery event organised with support of US Embassy
Andrii Yarmak, Head of UkSATSE, together with his colleagues from the Ministry for Communities and Territories Development, the State Aviation Administration, the Air Force Command, and the Heads of International Airports of Ukraine, took part in the Ukraine Aviation Recovery event organised with the support of the US Embassy.
To date, Ukraine has gained unique experience of aviation companies operating in a wartime environment, when the main focus is on maintaining the competencies of personnel, ensuring the operational status of ground infrastructure and finding ways to safely resume flights.

Work on new cycle of extension of European ATM Voluntary Solidarity Fund for 2025 started
The work on a new cycle of extension of the European ATM Voluntary Solidarity Fund into the next year has begun.
The results of functioning of the European ATM Voluntary Solidarity Fund were presented at a strategic meeting organised by EUROCONTROL with the participation of all Member States, and the extension of Fund for another year was initiated.

Director of UkSATSE Andrii YARMAK held working meetings with the management of Swedish LVF and Danish Naviair air navigation service providers
Andrii Yarmak, Director of UkSATSE, as part of his visit to the Scandinavian partners: air navigation service providers LFV (Sweden) and Naviair (Denmark), Entry Point North, a company specialising in the professional training of air traffic controllers, and SAAB, a manufacturer of aeronautical equipment, discussed the continuation of the European ATM Voluntary Solidarity Fund for 2025, resumption of flights in Ukrainian airspace and training of Ukrainian air traffic controllers.
As a result of the visit, a plan for further cooperation was agreed on issues related to support for the replenishment of the Fund in 2025, development of Ukrainian initiatives for the reopening of Ukrainian airspace and specifics of the restoration of air navigation infrastructure.

Head of UkSATSE, takes part in the 61st Session of the EUROCONTROL Provisional Council (PC) and Permanent Commission (SN)
The 61st Session of the EUROCONTROL Provisional Council (PC) and Permanent Commission (SN) was held on 13 June 2024, where Ukraine was represented by Andrii Yarmak, Director of UkSATSE, and Kostiantyn Shvets, Representative of Ukraine to EUROCONTROL.
The participants of the Session were informed, among other things, about the functioning of the European ATM Voluntary Solidarity Fund in support of Ukraine during 2023 and the replenishment of the Fund in 2024.
Ra?l Medina Caballero, Director General of EUROCONTROL, also stressed the need to extend the Fund for the next year.
Andrii YARMAK, on behalf of Ukraine, expressed his sincere gratitude to the Agency and EUROCONTROL Member States for their valuable assistance and support during more than two years of war, and in particular for the creation and replenishment of the Fund in 2023-2024, which allowed the preservation of the Ukrainian air navigation system.
Attention was also drawn to the vital need to continue the functioning of the Fund beyond 2024 in view of the continuing armed aggression of the russian federation.
