EUROCONTROL has just adopted a decision on Ukraine's accession to the Joint Route Charges System |
Ukraine's technical integration into the EUROCONTROL Joint Route Charges System has been finally approved today in Brussels during the meeting of the EUROCONTROL Enlarged Committee for Route Charges (CE-R). In addition, the amount of route charges for air navigation services is set for Ukraine for 2021 - in the airspace above the territory of the country and separately - in the part of the international airspace over the high seas (Green Zone), where the responsibility for air traffic services is delegated to Ukraine by the international community.
“Today we have completed a long 16-year long trip! Since 2004, when Ukraine became a member of Eurocontrol, we have made many attempts to finalize this process. However, a number of internal and external, objective and subjective factors were the obstacles that led us to remain the only country out of all 42 EUROCONTROL member countries that operated outside this system. Completion of an important stage of Euro-integration processes in the field of air navigation gives Ukraine a significant advantage: it will allow to implement European system for the formation and collection of charges for air navigation services," commented on the decision of Eurocontrol Andrii Yarmak, Head of UkSATSE, who took part in the CE-R meeting via videoconference.
Thus, the full compliance of UkSATSE's cost base and rates for air navigation services with EUROCONTROL principles has once again been confirmed.
Among the advantages of completing the technical integration for UkSATSE is the annual recalculation of air navigation services charges rates and the setting of current rates on 1 January each year in order to fully cover the services provision costs.
The approval of two separate itinerary charges rates - for the airspace above the sovereign territory of Ukraine and for international airspace above the open sea - provides new potential opportunities to attract additional transit traffic over the Black Sea. Establishing a separate reduced-rate zone together with the positive decisions taken by the world aviation safety regulators EASA and FAA to review the prohibited zones for flights within the Ukrainian airspace will facilitate this process.
EUROCONTROL has confirmed that it is technically prepared to introduce collection of differential charges for air navigation services from April to June 2021.
“We need to bring the Ukrainian regulatory base in line with the decision taken. However, I am sure that we will pass these steps quickly, because we are a country that has chosen the European vector of development in its foreign policy, so we are fully aware of the clear benefits of this process. As a result of successful technical integration, Ukraine will become a fully integrated participant in the settlement process unified for all Eurocontrol member states", noted Andrii Yarmak.
Ukraine's full technical integration into the EUROCONTROL Joint Route Charges System also envisages more effective transparent and meaningful consultation with airlines on the national cost base and investment projects. In addition, processing of invoices issued by EUROCONTROL for air navigation on behalf of Ukraine will ensure almost 100% payment by airlines.
At the same time, the advantage of technical integration for airlines will be issuing and collection of charges for air navigation services using standard and user-friendly procedures.
