First Brand New Air Traffic Control Centre Opens in Ukraine
On June 8 2007 the Ukrainian State Air Traffic Service Enterprise (UkSATSE) opened a new air traffic control centre in Dnepropetrovsk. The enterprise has wide experience in successfully modernising existing facilities, but this is the first time a brand new air traffic control centre has been built from scratch.

The opening of this centre is a milestone in the development of the national aviation sector, since it will lead to significant improvements in the quality and efficiency of air navigation services in Ukraine’s zone of responsibility.

Air traffic volumes are constantly rising in Ukraine and throughout the world. In the first quarter of 2007, the number of flights in Ukrainian skies increased by 11.3 %. The introduction of the new state-of-the-art centre will therefore not only improve the management of today’s air traffic, but will also help prevent potential problems with national airspace capacity arising in the future.

The opening of the new centre will also contribute to the further development of civil-military coordination within the framework of the Joint Civil-Military System of Air Traffic Management in Ukraine, which has been in operation since 1999. In fact, in the context of Ukrainian security interests, the opening of a centre such as this may be described as an event of national importance.

Construction of the new centre was funded by a loan of over 11.5 million euros from the European Bank for Reconstruction and Development (EBRD). The total capital expenditure was 33 853 400 hryvnas. Of this, construction and assembly work accounted for 22 880 800 hryvnas, while 10 972 600 hryvnas was spent on equipment and stock.

The Spanish firm Indra, a leading global air navigation equipment manufacturer, won the open tender for building and equipping the centre.

The automated air traffic control system Indra AIRCON 2000 is designed to receive, process and display radar, direction-finding and other information in order to provide management and automation of air traffic control procedures within the Dnepropetrovsk Regional ATC Centre’s zone of responsibility. The centre will allow the south-east region of Ukraine to be served in the full range of flight altitudes.

The new regional ATC centre in Dnepropetrovsk has been constructed within the framework of Ukraine’s Civil Aviation Development Concept, which was approved under Decree No. 1587 of the Cabinet of Ministers of Ukraine of December 28 1996, the Guarantee Agreement between Ukraine and the EBRD of February 14 1998, and Credit Agreement No. 639 between UkSATSE and the EBRD of February 26 1998.

Note. The Ukrainian State Air Traffic Service Enterprise (UkSATSE) was founded in 1992. The director general of UkSATSE is Yuriy Cherednichenko. The enterprise is the basis of the Ukrainian air navigation system and provides a full range of air navigation services: air traffic service, air traffic flow management, airspace management, the provision of radio communication, navigation and surveillance as well as aeronautical and meteorological information for flight operations of all types. UkSATSE’s zone of responsibility covers five Flight Information Regions with a total area of 774 569 km2. The total length of international routes in Ukrainian airspace is six times greater than ten years ago and now extends to 47 145 km.
