Andrii Yarmak: "The southern airspace of Ukraine is strategically important for the development of the country's transit potential. Considering this, we are working hard to resume flights in the Simferopol flight information region, in particular to improve the air navigation infrastructure. This applies to the modernization of locators, voice communication system, and navigation equipment.
Right at the airport Kherson a new navigation equipment DVOR/DME will be installed, which will also operate on the route, and provide aircraft landing assistance at the airport.

Flight statistics in May: recovery of air traffic in Ukrainian airspace stabilizing
A total of 16,986 flights were performed in Ukrainian airspace in May 2021, which is 43.4% less compared to 2019. The absolute value of the number of flights provided with air navigation services is growing from month to month, while the dynamics of recovery is the same as in April.
Flights are increasing due to the beginning of summer navigation, the active tourist season, as well as the opening of borders of more and more countries.
The suspension of air service with the Republic of Belarus has not significantly affected the May indicators. However, it may lead to a slowdown in volume growth in coming months.

Today the President of Ukraine hosted a meeting with the Slovak Prime Minister and expressed his gratitude to the Slovak government for ratifying the agreement, which will allow the Uzhhorod International Airport to resume full operation.
The agreement between the Cabinet of Ministers of Ukraine and the Government of the Slovak Republic on the determination of conditions for the use of a certain part of the Slovak Republic's airspace in connection with the provision of air traffic services to a designated Ukrainian air navigation service provider at the Uzhhorod International Airport will enter into force on June 5 this year.

This Agreement is the result of painstaking work carried out by Ukrainian and Slovak experts to restore the full operation of the Uzhhorod International Airport and to ensure sustainable air links between Transcarpathia and other regions of Ukraine and the world.

Thus, for the implementation of the Agreements provisions, a number of key tasks have been carried out, which Ukraine performed for the first time in its history. In particular, Ukrainian air navigation services provider (UkSATSE) has been certified for the first time under European Union (EU) standards and as a result was designated by the Slovak Party as a services provider in a certain part of the airspace of another country, Slovakia, as part of flights to/from Uzhhorod International Airport.

From 00:00 on May 29, 2021, a ban on the use of Ukrainian airspace by aircraft registered in the Republic of Belarus comes into force.

European Aviation Safety Agency (EASA) recommends to Member States Operators and third Country Operators authorised by EASA to avoid operations in FIR Minsk, unless the use of that airspace is deemed necessary to ensure safe operation in case of unforeseen circumstances.

UkSATSE official comment on Ryanair flight
Andrii Yarmak, Head of UkSATSE: "During the Ryanair transit flight from Athens to Vilnius within the airspace of Ukraine, which took place on May 23, 2021, the provision of air navigation services was carried out in accordance with the respective flight plan and in line with the established rules and procedures.
There were no reports of abnormal situations on board the aircraft and no requests to change the flight plan were made to the air traffic services of UkSATSE from any sources. During 25-minute period that the aircraft was in the Lviv flight information region, the crew's radio communications with air traffic controllers proceeded in a normal manner, as prescribed by ICAO Standards and Recommended practices".

Precondition: the Ryanair passenger plane made a forced landing at Minsk airport on May 23, after that the Belarusian oppositionist Roman Protasevych was detained.

Ministry of Infrastructure establishes special unit rates for air navigation over Black Sea
In the context of completing the technical integration of Ukraine into the EUROCONTROL Common Route Charges System, the Ministry of Infrastructure of Ukraine has established a special unit rate of charges for the air navigation services (ANS) provided by UkSATSE over the Black Sea. This will encourage airlines to use routes in the international airspace under the responsibility of Ukraine. EASA, EUROCONTROL and FAA confirm that Ukraine has implemented effective measures to ensure safety of air navigation in this part of the Simferopol flight information region (FIR). We are working on the development of transit potential of the Ukrainian airspace!

The government decides to implement the European system for the formation and collection of charges for UkSATSE air navigation services rendered
The Cabinet of Ministers of Ukraine has approved a relevant resolution that regulates the full operation of Ukraine within the framework of the Eurocontrol Joint Route Charges System and enables the implementation of the European system of formation and collection of route charges for air navigation services provided in the airspace of Ukraine by the national provider UkSATSE.

The Resolution of the Cabinet of Ministers of Ukraine, adopted at the Government meeting on 17 May 2021, regulates Ukraine's interaction with Eurocontrol Central Route Charges Office, which will collect route charges for air navigation services provided by Ukraine on behalf of our state as a full-fledged member of Eurocontrol.

The dynamics of air traffic in April allows expecting the growth of air traffic in the coming high season
In April 2021, UkSATSE provided air navigation services to 13,661 flights, performed in the airspace of Ukraine. Compared to the period of the worlds pandemic spread out in April 2020, when quarantine restrictions were implemented in Ukraine and civil aviation flights were terminated, this Aprils volume of flights shows an unprecedented increase of 476.4 %. But the real current dynamics could only be seen when compared with the corresponding period of pre-crisis 2019 year and it is by 43.4 % lower.

It shows that Ukrainian airlines performed 5,062 flights in April this year (40.8 % less than in the pre-crisis April of 2019) and international airlines performed 8,599 flights (44.9 % less).

The breakdown of air traffic by the flight types looks as follows: domestic flights 1,945 (24.6 % less than in April 2019), international flights 6,875 (-46.1 %) and transit flights 4,841 (-45 %).
