| European ATM Voluntary Solidarity Fund to support Ukraine in 2025-2026 |
On 17 February, Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine – Minister for Communities and Territories Development, and Ra?l Medina Caballero, EUROCONTROL Director General, signed an agreement on the extension of the European ATM Voluntary Solidarity Fund in 2025-2026.
The main objective of the Fund is to support the air navigation sector of Ukraine when the civil flights are suspended.
“On behalf of Ukraine, we are honoured to express our sincere gratitude to Mr. Medina personally, to the entire EUROCONTROL team and its Member States for their unprecedented support to the industry and solidarity during almost three years of war. Thanks to the European ATM Voluntary Solidarity Fund, as well as the EUROCONTROL’s professional and transparent management of the Fund, Ukraine has been able to maintain the national air navigation system and high operational readiness for the rapid resumption of civil flights in Ukrainian airspace,” said Oleksii Kuleba.
The agreement on the extension of the Fund functioning was made possible by the Decision of the 62nd Session of the EUROCONTROL Provisional Council and Permanent Commission. The Decision was supported by all EUROCONTROL Member States.
“EUROCONTROL and its 42 Member States have stood in solidarity with Ukraine since the start of the full-scale invasion. Extending the ATM Voluntary Solidarity Fund for another two years shows our commitment to continue that support. Since my last visit two years ago, I can see how hard the struggle has been, and the difficulties faced by our partners in Ukraine, but I can also see clearly the determination from those in the aviation sector, including UkSATSE, the Ukrainian Civil Aviation Authority and Boryspil airport, to be ready to resume air traffic as soon as this will be possible. We will continue to stand with our Ukrainian colleagues as they work with that objective in mind”, stressed Raul Medina Caballero.
The EUROCONTROL Solidarity Fund was established at the end of 2022 and is financed by the participating Member States on the basis of voluntary contributions. The Fund is a key source of financing for the air navigation service provider UkSATSE in Ukraine. In 2023 and 2024, the Fund provided and continues to provide financing for the entire air navigation system of Ukraine.
