Civil-Military Air Traffic Cooperation: Eight Years and Rising!
On July 19 2007, the Ukrainian Joint Civil-Military Air Traffic Management System (JCMS) celebrated its eighth anniversary. The establishment of the system was a vital step in the development of civil-military coordination in the aviation sphere and a major advance in the evolution of air navigation in Ukraine since independence.

Due to the creation and effective working of the JCMS, the Ukrainian air navigation system has become an integral part of the pan-European system, as the country’s full membership of such influential international structures as the European Organization for the Safety of Air Navigation (Eurocontrol) attests.

Among all the tasks of the joint system, the most important is the provision of an efficient and safe air traffic service in the interests of all of its users — be they civil or military, domestic or international.

The main operative unit of the JCMS is the Ukrainian Airspace Management and Planning Centre (Ukraerocentre). This is a division of the Ukrainian State Air Traffic Service Enterprise (UkSATSE). At Ukraerocentre and five Regional Air Traffic Control Centres across the country, civil and military professionals work in joint shifts to provide effective coordination with the Ukrainian Air Force.

In light of the nation’s European integration policy, its partnership with the North Atlantic Treaty Organization and membership of Eurocontrol, modern procedures and technologies for civil-military coordination are being introduced. In June 2006, Ukraine introduced new air traffic management rules and procedures in line with the European Flexible Use of Airspace (FUA) Concept. This ensures a harmonization of interests among all users of Ukrainian airspace and the international airspace for which the country is responsible.

As a result of the close cooperation of civil and military specialists, coordination and flight planning as well as formal procedures for serving civil and military users have been greatly simplified, while the level of flight safety, which is always the top priority, has been raised.

The Joint Civil-Military Air Traffic Management System also encompasses the Aeronautical Information Service (AIS), the UkSATSE Training and Certification Centre, and the Medical Accreditation Commission.

Background. The Ukrainian State Air Traffic Service Enterprise (UkSATSE) was founded in 1992. Its director general is Yuriy Cherednichenko. The enterprise is the basis of the Ukrainian air navigation system and provides a full range of air navigation services: air traffic service, air traffic flow management, airspace management, the provision of radio communication, navigation and surveillance as well as aeronautical and meteorological information for flight operations of all types. UkSATSE’s zone of responsibility covers five Flight Information Regions with a total area of 774 569 km2. The total length of international routes in Ukrainian airspace is six times greater than ten years ago and now extends to 47 145 km.
