Participation of Ukraine’s delegation in the 36-th session of ICAO assembly |
Montreal. More than 1,5 thousand delegates from 179 Contracting States and 44 International organizations, among whom there were 10 delegates from Ukraine, participated in the 36-th Session of ICAO Assembly, held from 18 till 28 September 2007.
Members of the Ukrainian delegation took active part in provisional working bodies of the Assembly, joint consideration of more than 350 working and information papers, discussion of issues regarding ICAO work in the next three-year period.
During the election of Contracting States to be represented on the Council, Ukrainian delegation supported the proposal of Arab Civil Aviation Commission (ACAC) regarding the increase of the ICAO Council Membership from 36 to 39 seats. This would help in increasing the representation of the Arab Group in light of considerable growth of Arab civil aviation.
There was adopted ICAO budget for 2008-2010. The fee percentage for each ICAO member state to the Common fund was adopted for the same period. Ukraine’s annual membership fee has remained unchanged and amounted to 0,06% of the total sum of ICAO costs.
Ukrainian delegation was particularly interested in the discussions regarding the readiness of ICAO member states, as soon as practicable but not later than March 5, 2008, to the implementation of language proficiency for pilots and air traffic controllers requirements. There was adopted Resolution 30/1: “Proficiency in the English language used for radiotelephony communications” that stipulated measures, which should be taken by the ICAO Council and the States at the national level to provide the implementation of the above requirements.
The text of the adopted at the Session Resolution 12/1 “Unified Strategy to Resolve Safety-Related Deficiencies” included suggestions of the Ukrainian delegation regarding the necessity to establish a task for developing guidelines on optimal levels of staffing needed for safety related functions within a civil aviation authority.
Among essential decisions of the 36-th ICAO Assembly there were the resolutions in the field of flight safety, aviation safety, air navigation, economic policy, legal activity and environmental policy, organizational issues of ICAO activity including the Organization’s budget for 2008-2010.
Due to the participation of Ukrainian delegation in the work of the Assembly session, national interests of our state were taken into account during the development of ICAO programme for 2008-2010. We also obtained the information necessary for planning of the required arrangements at the national level with the aim to increase flight safety in Ukraine and prepare to ICAO flight safety audit, planned for 2008. |
