Opening of the new Lviv Air Traffic Control Centre |
On August 26, 2016, just on the eve of Aviation Day in Ukraine, there was a grand opening of the new Lviv Air Traffic Control Centre of Ukrainian State Air Traffic Services Enterprise (UkSATSE). That was an important event for the development of domestic aviation industry, since the opening of the new centre will improve quality and efficiency of air navigation services in the area of responsibility of Ukraine. Successful implementation of this project is the contribution of Ukraine to the world air navigation system.
The new centre is equipped with the up-to-date facilities and will ensure management of air traffic within Lviv Flight Information Region, which covers an area of 133901 sq. km and comprises eight regions of Western Ukraine.
It will not only improve air traffic control in this region but will also increase the safety in European region due to expected unload of European airspace through attracting more users to Ukrainian airspace.
The ceremony was attended by the Deputy Minister of Infrastructure of Ukraine – Chief of Administrative Apparatus Dmytro Romenskyi, representatives of the State Aviation Administration of Ukraine, First Deputy Head of Lviv Regional State Administration Rostyslav Zamlynskyi and Deputy Mayor of Lviv on the issues of development Mr. Andrii Moskalenko. There were also representatives of Ukrainian and foreign airlines, and European air navigation service providers among the guests.
"Ukrainian air navigation system has been integrated into the pan-European one for quite a long time. UkSATSE continues technical upgrading of its CNS system involving advanced technologies. We build new centres and install new equipment to meet all EU and EUROCONTROL requirements to the flight safety, efficiency and environmental protection.
Today we made another important step in the implementation of new European standards in the field of air navigation. Nowadays the centre of transit air traffic in the Ukrainian airspace has been shifted to Lviv Regional Branch: from the East to the West of Ukraine. By installing new equipment we managed to increase the capacity of Ukrainian airspace, efficiency of its use and improve quality of air navigation services. The new ATC system will reduce aircraft routes and make flights more comfortable both in Ukrainian and in European airspace," – said director of UkSATSE, Dmytro Babeichuk, at the opening ceremony of the centre.
Introduction of the new air traffic control centre will also facilitate the development of civil-military coordination within the framework of the Joint Civil-Military Air Traffic Management System of Ukraine, which has been successfully operating since 1999.
"Brain" of the new centre is the air traffic control system "Roksolana", which was developed by Ukrainian company "Aerotekhnika". Functions of the system include receiving and processing of information from different sources, including ground air navigation facilities, and displaying it in real time on screens of experts at their working places.
During some time the air traffic within Lviv Flight Information Region will be controlled by two ATC systems simultaneously – by the new system "Roksolana" and the former system "Xenia", whose operation will be gradually transferred to the ATC System "Roksolana".

Ukrainian State Air Traffic Services Enterprise (UkSATSE), founded in 1992, is the basis of the national air navigation system and Joint Civil-Military Air Traffic Management System of Ukraine (JCMS). The company provides the full range of air navigation services: air traffic service, air traffic flow management, airspace management, provision of communication, navigation and surveillance for air traffic services and flights performance; JCMS operation and development; emergency notification and search and rescue operations; provision of aeronautical and meteorological information to the airspace users. |
