Ukraine is ready to launch work within the framework of the EUROCONTROL Common Route Charges System |
Deputy Minister of Infrastructure of Ukraine Oleg Yushchenko, head of UkSATSE Andrii Yarmak and experts of the enterprise attended the 114th session of the EUROCONTROL enlarged Committee for route charges, which was held for the first time in the format of an online teleconference. During discussion of the session's agenda special attention was paid to the discussion of the crisis situation in aviation sector as a result of the COVID-19 pandemic, the response of the Common Route Charges System to such a challenge to the aviation industry, as well as looking for ways to quickly restore stable functioning of all market players, in particular, providers of air navigation services of EUROCONTROL member countries.
One of the most important issues for the representatives of Ukraine was completion of the technical integration of Ukraine into the EUROCONTROL Common Route Charges System. As a result of active discussion of representatives of the EUROCONTROL Central Route Charges Office, International Air Transport Association (IATA), Ukraine and other countries, the decisions of the 114th session emphasized the high level of organized and effective consultations which took place in November 2019 and February this year with representatives of IATA and airlines - the main users of Ukrainian air traffic. The consultations were devoted to the issues of independent economic supervision of the air navigation services provider and the planned national cost base of Ukraine for 2020-2024.
Representatives of Ukraine and IATA once again confirmed their readiness to find effective ways to develop the country's aviation services market, in particular in terms of attracting new users, as well as to improve the operational efficiency of UkSATSE as a national provider of air navigation services.
Mr. Adriaan Heerbaart Director Central Route Charges Office and Finance of EUROCONTROL noted that in the current crisis circumstances, due to the time constraints of EUROCONTROL in resources and technical difficulties associated with implementation of the CEFA network renewal project, which ensures effective interaction of all participants in the air navigation service charges procedure, Eurocontrol has an opportunity to complete the process of technical integration of Ukraine and start cooperation within the Common Route Charges System from 1 January 2021.,
The representatives of Ukraine expressed their full readiness to begin work within the framework of the Common Route Charges System and invited IATA to continue active and effective consultation process on a regular basis.
As part of this process, Ukraine has carried out extensive work on the formation of a national cost base in accordance with the requirements and principles of EUROCONTROL and ICAO; adapted the national regulatory and legal base in the field of air navigation; ensured compliance with operational and technical procedures for cooperation with structural units of EUROCONTROL in terms of data transmission on aircraft flights within Ukrainian airspace; confirmed that Ukraine (from the Ministry of Infrastructure side) meets the requirements of ICAO and EUROCONTROL for independent supervision of economic activities of the national provider.
