Open Skies agreement with EU sets the ground for lower airfares and expands opportunities for travellers - Head of UkSATSE
The agreement between Ukraine and the European Union and its member states on the Common Aviation Area will have a positive impact on increasing the number of flights in the sky over Ukraine, said Andrii Yarmak, Head of the national air navigation services provider (UkSATSE).

"This Agreement will clearly create the conditions for more destinations and airlines to enter the market expand their options and opportunities for passengers to plan travel to European cities. Increased competition among airlines provides preconditions for lower airfares, and the European level of airline discipline will create an important advantage - a higher level of protection of the air travellers’ rights," he said in a commentary to the Interfax-Ukraine news agency.

Aviation traffic in September: number of flights over Ukraine stabilised at 76% of pre-crisis level
In September 2021, UkSATSE provided air navigation services to 26,241 flights, which is 76% of the pre-crisis September 2019 volume. This level of air traffic has been maintained for two months, since August of this year.

UkSATSE cuts losses by more than 3 times in the first half of the year
Due to effective anti-crisis measures aimed at stabilisation of the state enterprise's financial position, UkSATSE managed to improve its financial result in terms of reduction of its financial loss by almost UAH 621,300,000 in the first half of 2021 compared to the same period of the previous year. During the first six months of the current year, the enterprise's loss has fallen to 260,500,000 hryvnias, which is three times better than last year's figure.

As is well known, the company's main revenue stream is air user charges for air navigation services, which account for 99% of all revenues and are directly dependent on the volume of flights over the country's skies. Comparing the number of flights in the first half of 2019 - 149,150 flights, six months of 2020 - 64,999 flights and the current figure, which is 82,520 flights, we record a drop in air traffic in the sky over Ukraine of almost 45% compared to the pre-pandemic period.

According to the financial result for the first half of the year, the trend correlates with a decline in the number of flights caused by objective factors, most notably the restrictive measures imposed by various governments because of the pandemic.

UkSATSE starts to provide air navigation services in part of Slovak airspace
Today, the first flight to Uzhhorod International Airport was operated under the arrival, departure and approach procedures for instrument flight according to the Intergovernmental Agreement "On Defining the Conditions of Use of a Certain Part of the Airspace of the Slovak Republic in Connection with the Provision of Air Traffic Services with the Designation of a Ukrainian Air Navigation Service Provider at Uzhhorod International Airport".
Ukraine's ability to manage air traffic in the airspace of EU member state is confirmed by the renewed certificate that UkSATSE received from the European Aviation Safety Agency (EASA) on 31 August this year, which justifies that the level of safety and quality of air navigation services that the Ukrainian provider guarantees comply with the renewed EU standards.

Air traffic recovering: number of flights over Ukraine in August reaches 76% of pre-crisis level
Gradual recovery of air traffic in Ukrainian airspace continues. In August, UkSATSE provided air navigation services to 29,048 flights, which is 76% of the pre-crisis August 2019 volume. Head of UkSATSE Andrii YARMAK: “The growth of air traffic in the area of responsibility of Ukraine is slightly higher than in Europe. The volume of August air traffic in the European region, as evidenced by EUROCONTROL experts, reached 71% compared to the corresponding period of the pre-crisis year 2019. Ukraine has a greater potential for recovery from coronacrisis, as its impact on the aviation industry in our country, and in particular on the national air navigation services provider, has been very severe. Currently, the recovery of air traffic in Ukraine, as well as across Europe, is rather rapid, as the pace has exceeded even the optimistic forecast made by EUROCONTROL in late May. We have reasons to hope for the best and continue working to increase air traffic volume”.

Opening the sky: new opportunities and perspectives for Ukraine
Andrii Yarmak: "The Common Aviation Space means the mutual unification of laws and technical regulations and, as a result, the liberalization of the air transportation market, lifting restrictions on flights between airports in Ukraine and the European Union - both for national and European air carriers. This will give a fresh impetus to the European standards transition of passenger rights, environmental protection and safety.

It should be noted that no change is foreseen in air traffic management, as Ukraine has been a member of EUROCONTROL since 2004, and the Ukrainian air navigation system is part of the European-wide system. The national air navigation services provider, UkSATSE, follows European rules and regulations in all areas of its core activities. In particular, this is proven by a certificate from the European Aviation Safety Agency (EASA) confirming compliance of the provider's operations and services with EU standards".

Renewed EASA certificate – final step for UkSATSE to restore instrument flight at Uzhhorod airdrome
Andrii Yarmak, Head of Ukrainian State Air Traffic Services Enterprise: “UkSATSE is ready to provide from September 9, 2021 the declared air navigation services in accordance with the European requirements in a certain part of the airspace of the Slovak Republic in the context of the commitments stipulated by the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Slovak Republic”.
This readiness is confirmed by obtaining by UkSATSE a renewed European Aviation Safety Agency (EASA) certificate on August 31, 2021. The renewed EASA certificate includes, inter alia, additional services to be provided in the part of the EU member state's airspace that have been included in the EASA certificate to ensure efficient and coordinated services and to meet the needs of aircraft operators.

Safety begins from professional training
Today is the 20th anniversary of the UkSATSE Training and Certification Centre, which provides professional training for air traffic controllers, air traffic management personnel, communication, navigation and surveillance personnel, English language training of aviation personnel in compliance with ICAO and EUROCONTROL requirements, as well as training of aviation security personnel. Interview with Igor OPRYSHKO, Head of the Training and Certification Centre, on how training of UkSATSE and other aviation enterprises, including foreign ones, is conducted under modern conditions about highly professional staff of the Centre and the nearest plans to improve training quality.
