Pre-flight information service is set up at 32 Ukrainian aerodromes
The end of 2007 was marked by completion of the implementation of a large-scale pre-flight information service project at the aerodromes where air traffic service is provided by UkSATSE.

Briefing offices fitted up with special equipment have been set up at 32 Ukrainian aerodromes. As a result, the integrated ARO, AIS and MET information is provided to airspace users in the most efficient way. This has also facilitated sharing of responsibility between an aircraft crew (an airline representative) and an air traffic controller (an air navigation service provider representative) when receiving the flight clearance.

Pre-flight information service is a universal, cost effective, efficient and compatible with modern aeronautical information interchange systems environment. The pre-flight form of information service is recommended by the International Civil Aviation Organisation (ICAO) as the most effective one.

Along with opening of Briefing offices, UkSATSE has developed and implemented application software for automated ARO/AIS working positions of air traffic controllers, installed at the international airports where UkSATSE Regional Branches are based.

Creation of the pre-flight information service as a separate element of air navigation service was first of all caused by the need for sharing of responsibility between participants of the air traffic service process as well as by new technical developments and requirements oriented to the implementation of ICAO Standards and Recommended Practices and commissioning of new equipment, incompatible with the present information provision systems.

Aircraft crews being provided with the pre-flight information service, use a determined by the state source, namely, UkSATSE’s Aeronautical Information Service database.

The pre-flight information service specialists are trained according to the developed programme in the Training and Certification Centre of UkSATSE.

Reference.

The pre-flight information service at the aerodromes, where air traffic service is provided by UkSATSE, has been implemented pursuant to the Resolution of the Cabinet of Ministers dated 07 September 2002 No.1328.

Such form of service is implemented in conformity with the unification and integration processes set forth in ICAO Annexes 2, 11 and 14, ICAO Doc 8126, Doc 4444, Doc 7030, EUR Doc 010 and EUR ANP, as well as in consideration of the EUROCONTROL guidelines requirements and airspace users’ needs.
