UkSATSE Shares Experience and Extends Cooperation with Air Navigation Service Providers of Belarus, Poland, Lithuania and Latvia
UkSATSE experts took part in a multilateral regional meeting on air traffic management held in Brest, Belarus.

Representatives of companies - air navigation service providers (ANSPs) of Ukraine, Belarus, Poland, Lithuania and Latvia discussed a number of issues that would improve further interaction between adjacent air traffic management centres, in particular regarding the automated data exchange using the OLDI protocol and transition to digital communication links using FMTP and ATS-QSIG protocols, as well as secondary radar data exchange. Special attention was paid to the Cross-Border Free Route Airspace (FRA) implementation.

UkSATSE and BELAERONAVIGATSIA, Ukrainian and Belarusian ANSPs, are considering the prospects for establishing a connection between their ATS Message Handling Systems (AMHS) which have become an alternative to the outdated AFTN network. In addition, pursuant to the decision of Ukrtelecom JSC, Kyiv-Minsk telegraph channel shall be put out of operation from April 2018. In order to establish communication between Minsk, Kyiv and Lviv ACCs, digital channels and the Internet Protocol are planned to be introduced, which will provide a reliable ATS data exchange.

Belarusian colleagues have been gradually preparing for the launching of a new air traffic management centre in Minsk. As part of the process, they are planning to take advantage of UkSATSE experience in transition of air traffic services provision from one centre to another, in particular regarding the measures to be taken for the transition to a new ATC system operation.

The next technical meetings and special sessions of the parties concerning the above issues are scheduled to be held this spring in Warsaw (Poland) and Minsk (Belarus).
