THE AVIATION AUTHORITY OF UKRAINE BROUGHT UKSATSE TO CEASE OPERATING PRE-FLIGHT BRIEFING TERMINALS FOR FLIGHT CREWS AT 7 UKRAINIAN AERODROMES
In order to comply with the Safety Directive No. 01/2014 dated August 08, 2014 received from the State Aviation Administration, UkSATSE is obliged to cease operating terminals for self-briefing of flight crews at briefing offices of Dnipropetrovsk, Boryspil (Kyiv), Kyiv (Zhuliany), Lviv, Odesa, Zaporizhzhia and Kharkiv aerodromes for an indefinite period.

According to the Directive, to further operate the terminals UkSATSE is demanded to obtain a certificate allowing provision of pre-flight meteorological services at aerodromes. However the Statute of UkSATSE, applicable Regulations on meteorological service for air navigation as well as the Minutes of the joint meeting of the State Hydrometeorological Service, the State Aviation Administration and UkSATSE concerning allocation of functions on meteorological services for air navigation held on May 28, 2009 following the implementation of the Central Meteorological Air Navigation Service System do not cover the provision of such services.

Pursuant to the requirements of the Regulations on meteorological service for air navigation and the above Minutes, provision of flight crews and other aviation consumers connected with flight performance with flight documentation is the function of aerodrome meteorological offices.

Under clause 5 of Article 72 of the Air Code of Ukraine “an aerodrome operator shall provide aircraft operators with meteorological information with or without subcontracting pursuant to the Aviation Rules of Ukraine” while UkSATSE is not an aerodrome operator.

It should be mentioned as well that self-briefing terminals were only the additional tool for pre-flight self-briefing of flight crews. The implementation of these terminals was provided for within the framework of the Development Plan of Meteorological services for Ukrainian air navigation for the years 2010-2012, approved by Head of the State Aviation Administration on July 19, 2010. The self-briefing terminals were certified by the State Aviation Administration (Certificate dated July 27, 2012) and put into operation by UkSATSE at briefing offices of main aerodromes on November 14, 2012.

The above Directive of the State Aviation Administration of Ukraine is abstruse since stultifies all the work of UkSATSE aimed at the arrangement of self-briefing terminals. Moreover, as at today there are no equivalent systems intended for pre-flight meteorological briefing at aerodromes, which may cause sufficient inconveniencies for operators while briefing.
