The global aviation industry has been on verge of survival because of the pandemic and the largest crisis in decades. Some market players may not be able to get their jobs back at all.
As a result of quarantine measures introduced by the government, the decrease of air traffic in the airspace of Ukraine during the second half of March - early June 2020 amounted to about 95% with negative maximum of 98% compared to the same period of the last year.
The forecast for the recovery of flight volumes to the end of 2020 for Ukraine is 50% of 2019 air traffic and full recovery of 2019 figures is not expected before the end of 2022.

Financial support mechanisms and tax deferral are certainly important in order to survive hard times. However, effective steps to further develop the industry are now needed.
Such step may be a decision to develop transit flights in the airspace of the country and new transit opportunities for Ukrainian airlines. This path does not require any financial allocations from the country. On the contrary, it will ensure the competitiveness of Ukrainian airlines on profitable Asian routes and significantly optimize the costs of airlines in the post-crisis period. In addition, it will ensure uninterrupted operation of the air navigation services provider, which, unlike airlines, cannot suspend its activities, because it is part of the pan-European infrastructure and the basis of the Joint Civil-Military System of Air Traffic Management of Ukraine, on which the defense capability of the country and flight safety depend.

Ukraine is ready to launch work within the framework of the EUROCONTROL Common Route Charges System
Deputy Minister of Infrastructure of Ukraine Oleg Yushchenko, head of UkSATSE Andrii Yarmak and experts of the enterprise attended the 114th session of the EUROCONTROL enlarged Committee for route charges, which was held for the first time in the format of an online teleconference. During discussion of the session's agenda special attention was paid to the discussion of the crisis situation in aviation sector as a result of the COVID-19 pandemic, the response of the Common Route Charges System to such a challenge to the aviation industry, as well as looking for ways to quickly restore stable functioning of all market players, in particular, providers of air navigation services of EUROCONTROL member countries.

One of the most important issues for the representatives of Ukraine was completion of the technical integration of Ukraine into the EUROCONTROL Common Route Charges System.

International aviation organizations have joined efforts to draw the attention of the European community to the situation in air traffic control.

Representatives of the International Federation of Air Traffic Controllers Associations (IFATCA), International Federation of Air Traffic Safety Electronics Associations (IFATSEA) which also comprise UkSATSE trade unions, as well as several other organizations representing the interests of aviation workers (ATCEUC, ETF, IFAIMA) call upon European institutions and member states to find an elaborate Europe-wide plan for the aviation sector that includes air traffic management and air navigation services.

Modernization of MULTIFONO M600 voice communication system, which meets the highest international standards, continues in Kyiv and Lviv air traffic control centers.
UkSATSE has received a supply of radio gateways, which will allow to implement modern VoIP technology for voice switching systems of previous generation.

"Without UkSATSE, no take-off or landing is performed at the Ukrainian airport and no aircraft can fly in the Ukrainian sky. Our main income comes from users of airspace, namely airlines. Therefore, if airlines suspended operations, our revenues also fell by more than 90 percent.

And, by the way, it's not just the crone crisis that's to blame. That is because Ukraine earned not only on servicing of world airlines, but also on their transit. And the annexation of the Crimea and the shooting down of Boeing forced us to close the air "routes" there.

We have a very large part of our air traffic closed so far, and the drop in traffic, especially in transit flights, is about 60 percent. In other words, the whole flow of airplanes that used to pass through Ukrainian airspace simply went south, through Turkey.

Now the enterprise expects investments and "burns" financial reserves. It is also calculating millions of losses from the pandemic" Andrii Yarmak, Acting Director of UkSATSE.

Restoring transit for Ukrainian airlines will ensure their competitiveness in the Asian direction and optimize their expenditures in the post-crisis period
Participants of the domestic aviation market who are responsible for safety, quality of service and comfort at all stages of service provision to air passengers - airlines, airports, air navigation services provider, handling companies - have addressed the President, the Prime Minister and the Minister of Infrastructure of Ukraine. The Ukrainian air market has been developing dynamically in recent years and has outpaced most European countries in terms of growth rates, while national airlines competed fully with the world's aviation elite for passengers - today it has experienced a deep crisis and stagnation.

That's why representatives of the aviation community addressed a letter to the authorities, where they outlined both the problems they faced and proposals for their solution in cooperation with the state. The letter contains specific examples of many countries where airlines have received government assistance, as well as a list of measures adapted to Ukrainian realities which according to the signatories of the appeal Ukraine should take to preserve the aviation industry.

UkSATSE experts have carried out an internal survey of safety culture at the enterprise, which is performed annually based on EUROCONTROL, CANSO and ICAO requirements.

Safety culture is an attitude towards safety as a supreme value, shared by every employee in the organization at all its levels. It reflects the real commitment of staff to safety and is the result of a combined interaction of organizational, professional and national cultures.

European specialists discussed the perspectives for recovery of the aviation industry after the crisis caused by COVID-19 pandemic during Ad Hoc EC3 meeting of European CANSO CEO Committee that was held online. Andrii Yarmak, Head of UkSATSE took part in the above meeting.
