Second ICAO aviation language symposium |
The date of implementation of the ICAO Language Proficiency Requirements Standard for air traffic controllers, pilots and aeronautical station operators remains unchanged.
The Second ICAO Aviation Language Symposium (IALS/2) was held in Montrйal (Canada) from 7 to 9 May 2007. About 220 delegates representing civil aviation authorities, licensing authorities, international and regional safety organizations, air navigation service providers, language training services and trade unions took part in the symposium.
UkSATSE specialists were also present. They had a good opportunity to familiarize themselves with the organisation of the English language training process for air traffic controllers in states, aviation English language training programmes, and testing systems used in different countries of the world for determining air traffic controllers’ level of language proficiency and for licensing them. The state of affairs regarding implementation of the ICAO Language Proficiency Requirements and issues concerned with this process were also analysed in the course of the symposium.
Mitchell A. Fox, Chief of the Aviation Training Policy and Standards Unit, Flight Safety Section, ANB, ICAO, made a presentation entitled “Language Proficiency: Implementing the Requirements”. Mr Fox stressed the necessity of finalising amendments to the national laws and regulations of ICAO member states to include the ICAO Language Proficiency Requirements Standard. He also said that there were no negative reports during consideration of the Standard, and therefore its implementation date (5 March 2008) remains unchanged. In the event of implementation of the Standard being delayed, states must inform the ICAO Council within 30 days from the date of its coming into force. States must also introduce appropriate information about the difference from the Standard into their Aeronautical Information Publications (AIPs).
Cesar Castillo Vargas, Standards and Procedures Officer, Safety Oversight Audit Section, made a presentation on the Universal Safety Oversight Audit Programme (USOAP), which among other things includes an audit of states concerning their implementation of the ICAO Language Proficiency Requirements Standard. Within the framework of the audit, planned for the beginning of 2008, states will be monitored to check that they have a plan for implementing the ICAO Standard as well as procedures and systems in place to verify compliance with ICAO Language Proficiency Requirements. |
