Major achievements in safety, security, air navigation and the environment focus of 36th session of ICAO assembly |
Monreal. The International Civil Aviation Organization (ICAO) held the 36th Session of its Assembly at the Organization’s Headquarters in Montreal, from 18 to 28 September 2007.
Delegates from the Organization’s 190 Contracting States met to review ICAO’s activities over the past three years and to approve the work programme and budget of the Organization for the period 2008-2010. The meeting was also attended by aviation-related international organizations.
The agenda covered aviation safety and security, air navigation and environmental protection. Also discussed were air transport policies, and various economic, medical and legal aviation issues.
The Session has completed the election of its new Council. The 36-member Council is the governing body of the Organization and is elected for a three-year term.
Within the last working day of the 36th Session of the ICAO Assembly, 28 September 2007, ICAO agreed to create a new Group on International Aviation and Climate Change composed of senior government officials. The Group’s mandate will be to recommend an aggressive ICAO Programme of Action on International Aviation and Climate Change.
The Programme will formulate an “implementation framework” consisting of strategies and measures that Contracting States of ICAO can use to achieve emissions reductions. It will identify fuel efficiency goals and means of measuring progress.
“The Assembly recognized the tremendous work of ICAO over the past few years in mitigating the impact of aviation on the environment. By agreeing to an aggressive Programme of Action, ICAO has begun a vital new chapter in its long and distinguished history. The level and importance of ICAO’s achievement over the years in aviation safety will now be replicated with regard to aviation’s impact on climate change,” said Jeffrey N. Shane, Under Secretary for Policy at the United States Department of Transportation and President of the ICAO Assembly.
