The FAA gave permission to the US carriers to resume flights in the airspace of Ukraine |
The United States Federal Aviation Administration (FAA) has revised Special Federal Aviation Regulation (SFAR) No. 113, ‘‘Prohibition Against Certain Flights in the Simferopol (UKFV) Flight Information Region (FIR),’’ which prohibited certain flight operations in a portion of the Simferopol (UKFV) FIR by all U.S. air carriers.
On the basis of the FAA's analysis of flight safety and aviation security, as well as on the justifications provided by the aviation authorities of Ukraine and UkSATSE, the FAA has expanded the limits of airspace under the responsibility of Ukraine available for flights of civil aircraft of the United States registered air carriers and code-sharing partners.
The FAA decision allows the use of four routes in the western part of Simferopol FIR in the international airspace under the responsibility of Ukraine. These routes with special conditions for planning and conducting flights were introduced by UkSATSE in August 2015 to ensure an adequate level of flight safety in the international airspace over the open Sea in view of the illegal activities of the Russian Federation.
In addition, the FAA's decision allowed flight operations to Kharkiv, Dnipropetrovsk and Zaporizhzhia airfields, which were also previously subject to a prohibition.
The FAA prohibition was first introduced in April 2014 after the temporary occupation of the Autonomous Republic of Crimea by the Russian Federation and its unilateral announcement of the right to operate air traffic within Simferopol FIR. However, neither the International Civil Aviation Organization (ICAO) nor the world aviation community supported those actions of Russia, recognizing UkSATSE as the only legitimate provider of air navigation services in the area. The FAA prohibition was updated after the MH17 aircraft crash in July 2014.
FAA conducted analysis which confirmed the effectiveness of the measures taken by UkSATSE to minimize safety threats. The conclusions were based, in particular, on the results of the agency's monitoring the experience of flights in the airspace of Ukraine by airlines of other countries for more than two years.
