Too High Cost of Flight Tickets in Ukraine Because of High Rates of Air Navigation Charges: Nothing More Than Manipulation
One of the common myths that has lately been actively replicated on social networks is manipulation of an air navigation charges issue. We provide official information in order to dispel myths and offer people a true picture.

First and foremost

UkSATSE does not set the rates of air navigation charges on its own. It applies unit rates approved by the Ministry of Infrastructure. The calculation procedure and their components are regulated in detail by regulatory documents of international organizations (ICAO and EUROCONTROL) based on the ratio of the national cost base to the total number of service units.

Secondly, and equally important

The view that the cost of flight tickets in Ukraine is too high because of high rates of air navigation charges is nothing more than a manipulation. According to the airlines’ public information, the cost of air navigation services is 3-5% of a ticket price. The fluctuations in unit rates of air navigation charges do not actually affect the final cost of the ticket.

Thirdly

UkSATSE has suffered significant losses as a result of the critical drop in air traffic volume because of the closure of part of the airspace over the temporarily occupied territory of Crimea and the closure of the Joint Forces Operation zone. The amount of funds not received in 2014-2019 is more than UAH 10 billion.

Fourthly

Realizing the complexity of this situation for all participants of the Ukrainian air transportation market, since 2014, UkSATSE has taken a number of decisive and at the same time quite effective anti-crisis measures which allowed it to stabilize financial condition of the enterprise, ensure the proper European level of air navigation services and safety, operating according to the target cost model. And this was in a situation when the revenues received by UkSATSE for the provision of air navigation services amounted only to 35-40% of the number of flights in 2013.

Finally

Today, Ukraine has the lowest cost per square kilometre of airspace among all EUROCONTROL Member States. At the same time, we provide the equal level of services and safety.

In accordance with the EUROCONTROL principles, provided that the number of flights in the Ukrainian airspace significantly increases, the unit rates of air navigation charges might be reduced. However, so far Ukraine has not reached the level of 2013 in terms of flight intensity.
