Restoring transit for Ukrainian airlines will ensure their competitiveness in the Asian direction and optimize their expenditures in the post-crisis period
Participants of the domestic aviation market who are responsible for safety, quality of service and comfort at all stages of service provision to air passengers - airlines, airports, air navigation services provider, handling companies - have addressed the President, the Prime Minister and the Minister of Infrastructure of Ukraine. The Ukrainian air market has been developing dynamically in recent years and has outpaced most European countries in terms of growth rates, while national airlines competed fully with the world's aviation elite for passengers - today it has experienced a deep crisis and stagnation.

"The coronavirus pandemic, which has shaken the world, touched every such enterprise, resulting in a total or partial shutdown. It will be very difficult for the aviation industry to return to full operation after all the losses incurred as a result of quarantine restrictions," the address says.

In conditions of a months-long ban on air service, each air enterprise practically ceased its economic activity. Significant resource constraints have arisen to meet financial commitments for payroll, loan servicing and operational activities. It became obvious that it would be impossible to cope without the state support.

That's why representatives of the aviation community addressed a letter to the authorities, where they outlined both the problems they faced and proposals for their solution in cooperation with the state. The letter contains specific examples of many countries where airlines have received government assistance, as well as a list of measures adapted to Ukrainian realities which according to the signatories of the appeal Ukraine should take to preserve the aviation industry.

As indicated in the address, the recovery and stabilization of key market players require more than just steps related to financial support mechanisms. The rehabilitation of the transit flights of Ukrainian airlines in the airspace of neighboring states, as well as the restoration and further development of the transit potential of Ukrainian airspace, are extremely important areas. This will ensure the competitiveness of Ukrainian airlines in a profitable Asian direction, significantly optimize the expenditures of airlines in the post-crisis period, as well as allow the national provider of air navigation services to improve its own infrastructure and reduce costs to airlines for its services.

Special attention should be paid to ensuring continuous operation of the air navigation service provider, which - unlike airlines - cannot suspend its activities as it is part of the pan-European infrastructure. In addition, the activity of UkSATSE as the basis of the United Civil-Military System of Air Traffic of Ukraine is related to ensuring the defense capability of the state and safety of flights is a priority task for our state, especially in modern conditions.
