The Ministry of Infrastructure of Ukraine eliminates discriminatory practices in the aviation sector
The aviation industry for already six months, in particular, regional airports as economic entities have been operating under a discriminatory tariff policy that contradicts the development strategy of the regional airports of Ukraine.

In accordance with the decision of the Ministry of Infrastructure of 4 June 2019, two unit rates of charge for approach control and terminal air navigation services were set: EUR 411 and EUR 210. The first one is accepted for all airports except one, and the second one - twice lower - is accepted specially for Boryspil International Airport. This has resulted in higher prices for air navigation services at regional airports, creating some advantages for certain market participants at the expense of others.

The Ministry of Infrastructure of Ukraine is returning a fair level of the unit rate of charges for approach control and terminal air navigation services, which was in force until June last year and is clearly calculated on the principles of EUROCONTROL. The EUROCONTROL Central Route Charges Office has confirmed the validity of the new rate - the same for all airports across the country. Besides, the Ministry of Infrastructure of Ukraine has held consultations in the state authorities with the airspace users and other aviation market participants.

The new air navigation unit rate of charge is reduced for all airports that did not benefit from preferential rates. Thus, the Ministry establishes equal rules in the aviation services market, eliminates violations of legislation at the request of the Antimonopoly Committee of Ukraine. There will be no more situations in which the state creates separate advantages for one enterprise and worsens the operating conditions for others.

The new unit rate of charges for approach control and terminal air navigation services will increase the attractiveness of Ukrainian airports and will help attract more flights, including new airlines. This will revive the domestic air transport market, which benefits all - both market participants and air passengers.

The country now has unit rates that do not compensate the national cost base for air navigation services.

The policy pursued by the Ministry of Infrastructure is based on Ukraine's international obligations. The revision of the rate of charges is carried out in strict accordance with the rules and principles of EUROCONTROL and ICAO. Rates are based on the ratio of national cost base to total number of service units. EUROCONTROL has analyzed and confirmed the planned amount of the provider's expenses necessary to ensure continuous operation and upgrade of the Ukrainian air navigation system.
It should be noted separately that the revision of rate charges for air navigation services will not actually affect the cost of air tickets. According to public information of market participants and international aviation organizations, the cost of services for air navigation services in the final cost of the ticket is no more than 3%, which will amount from 0.1 to 1 euro for a passenger. Meanwhile, we would like to point out that reduction of charges for air navigation services in the area of approach to the airport Boryspil from June 2019 has not affected the cost of tickets.
