The Ministry of Infrastructure of Ukraine eliminates discriminatory practices in the aviation sector
The aviation industry for already six months, in particular, regional airports as economic entities have been operating under a discriminatory tariff policy that contradicts the development strategy of the regional airports of Ukraine.

In accordance with the decision of the Ministry of Infrastructure of 4 June 2019, two unit rates of charge for approach control and terminal air navigation services were set: EUR 411 and EUR 210. The first one is accepted for all airports except one, and the second one - twice lower - is accepted specially for Boryspil International Airport. This has resulted in higher prices for air navigation services at regional airports, creating some advantages for certain market participants at the expense of others.

The Ministry of Infrastructure of Ukraine is returning a fair level of the unit rate of charges for approach control and terminal air navigation services, which was in force until June last year and is clearly calculated on the principles of EUROCONTROL. The EUROCONTROL Central Route Charges Office has confirmed the validity of the new rate - the same for all airports across the country. Besides, the Ministry of Infrastructure of Ukraine has held consultations in the state authorities with the airspace users and other aviation market participants.

Ukraine moving to the European model of annual review and update of rates of air navigation services charges
In the course of 2019, EUROCONTROL has analysed the planned amount of costs required to ensure continuous operation of the Ukrainian air navigation system for the period 2019-2024. Based on calculations of the EUROCONTROL Central Route Charges Office, it was confirmed that the existing cost base and the rates of charges for air navigation services in the airspace of Ukraine for 2020 comply with Eurocontrol principles.
In addition, EUROCONTROL has identified that the current unit rates in Ukraine (set in July 2019) are undervalued and do not cover the costs of air navigation services.

Taking into account these conclusions and considering the recommendations of the Anti-monopoly Committee of Ukraine (regarding elimination of discriminatory conditions and differentiated unit rates for different airports), the Ministry of Infrastructure has prepared amendments to the Order of 04.06.2019 No. 415 "On Setting the Unit Rates for Provision of Air Navigation Services to Aircraft within the Airspace of Ukraine", which introduces an updated en route rate of air navigation services charges and a single rate for all airports of Ukraine for terminal charges.

In such manner, Ukraine is finally moving to the European model of annual revision and updating of ANS unit rates, taking into account the current cost level, the situation with air traffic and Euro exchange rate.
