Andrii Yarmak, Director of UkSATSE, confirmed the intentions for cooperation with the FAA in the direction of maintaining and developing the knowledge of air traffic control personnel.

International Activity
International activity of UkSATSE is regulated by the order of the Ministry of Infrastructure № 400 dated 03.10.2011 «On the coordination of enterprises, institutions and organizations belonging to the jurisdiction of the Ministry of Infrastructure of Ukraine and the State Special Transport Service in the field of foreign relations», and UkSATSE orders № 296 dated 29.12.2007 «On work with foreign organizations and institutions» and № 391 from 22.11.2011 «On approval of the Instruction on the organization of UkSATSE staff business trips abroad».

UkSATSE international activity lines:
  • Participation in work of international organizations in the area of Air Traffic Management/ Communication, Navigation, Surveillance relating to CNS infrastructure development, namely: frequency management procedures as well as technical aspects of application of MANIF AFM software and SAFIRE web resource at the Enterprise; LSSIP COM09 (X25-IP) and COM11 (VOIP) tasks execution; development of Air Traffic Safety Electronics Personnel (the Eurocontrol’s term is ATSEP); SADIS management; PENS (Pan European Network Service) arrangement; gaining experience in EGNOS and GNSS application
  • Co-operation with ANS providers
  • Co-ordination with Ukrainian ATS airspace users (airlines)
  • Ensuring of joining and participating of Ukraine (on behalf of Ministry of Infrastructure of Ukraine and State Aviation Administration) in international aviation organisations. Ensuring UkSATSE membership in international organisations
  • Co-operation with industry suppliers
  • Co-operation with international economic and financial organisations
  • Arrangement of training for ATCOs, technical and administrative personnel at foreign training centers

Background
1992 Ukraine became a member of the International Civil Aviation Organization (ICAO).
1994 Membership of UkSATSE in the International Federation of Air Traffic Controllers’ Associations (IFATCA).
1995 Signing of Bilateral Agreement between Ukraine and Central Route Charges Office (EUROCONTROL).
1997 Accession of UkSATSE to Air Traffic Control Association (ATCA).
1997 IIntroduction of new Flight Information Region (FIR) boundaries over the Black Sea.
1998 UkSATSE became a co-founder member of Civil Air Navigation Services Organisation (CANSO).
1999 Ukraine became the Member State of European Civil Aviation Conference (ECAC).
1999 Ratification of the Agreement between the European Bank for Reconstruction and Development (EBRD) and the Government of Ukraine concerning the Ukrainian Air Navigation System (ANS) Modernization Project by Ukrainian Parliament.
1999 UkSATSE joined International Organisation Information Co-ordinating Council on Air Navigation Charges (IKSANO).
1999 Conclusion of Agreement between UkSATSE and the EUROCONTROL Central Flow Management Unit (CFMU).
2000 UkSATSE became a member of the International Federation of Air Traffic Safety Electronics Associations (IFATSEA).
2003 UkSATSE initiates creation of the Regional Air Navigation Services Development Association (RADA).
2004 Ukraine became the 33rd Member State of EUROCONTROL. Experts of UkSATSE are fully engaged in EUROCONTROL activities.
2005 Contract between SELEX Sistemi Integrati S.p.A. (Italy) and UkSATSE for Supply and Installation of Approach Radars (Dnipropetrovs'k, Kyiv, L'viv, Odesa, Simferopol').
2006 Ukraine hosted NATO Air Traffic Management Committee (NATMC) Plenary Session.
2006 UkSATSE representatives began to take part in the meetings of Eurocontrol Standing Committee on Finance, at which the issues of budget and business plan of the Organisation are discussed and approved.
2009 The first Twinning project "Harmonization of Ukrainian legislation and standards in accordance with EU civil aviation legislation and standards" is successfully completed.
2011 Ukraine joined the pan-European AIS Database (EAD).
2012 UkSATSE and DHMI (ANSP of Turkey) signed Memorandum on Cooperation.
2012 The 32nd Meeting of Coordinative Advising Aeromedical Council (CAAC) of Interstate Aviation Committee was held at the UkSATSE premises.
2012 Loan agreement between UkSATSE and the European Bank for Reconstruction and Development on the project of modernization of air traffic control and improving safety standards.
2013 Finance contract between UkSATSE and the European Investment Bank on project of air navigation system modernization in Ukraine.
2013 The successful completion of the second Twinning project in aviation «Support to the implementation of EU norms and standards in the areas of airports, aerodromes and air traffic/air navigation services (ATM/ANS) », which was started in 2011.
2014 Signing a Memorandum of Cooperation and Partnership between UkSATSE and air navigation service provider of Kazakhstan Republican state enterprise "Kazaeronavihatsiya". The Memorandum provides regular exchange of information on major production processes, improvement of flight safety management systems, quality management, environmental monitoring and aviation safety management.
2014 Under the auspices of the European and North Atlantic Bureau (EURONAT) ICAO, talks were held between the representatives of Ukraine and the Russian Federation in order to discuss the issues of air navigation services in the autonomous Republic of Crimea (ARC) annexed by the Russian Federation. The ICAO has confirmed that the right to perform air navigation services in the international airspace over the Black Sea within the Simferopol flight information region (FIR) belongs exclusively to Ukraine.
2014 Ukraine has concluded with the states of the Black Sea region the updated Letters of Agreement on coordination procedures between Area Control Centres (ACC), while providing air traffic services, in connection with transfer of provision of the air traffic control services within Simferopol FIR to Dnipropetrovsk and Odesa ATM Centres on March 10, 2014, as a consequence of Russian seizure of the ACC Centre, Aerodrome Control Tower and other air navigation facilities of UkSATSE in Crimea.
2015 Ukrainian State Air Traffic Services Enterprise (UkSATSE) is restoring air traffic control services at Airport Kherson to allow daily performance of an international flight by Turkish Airlines from Istanbul to Kherson and back.
2015 A joint UkSATSE and EUROCONTROL seminar "RPAS Community in Ukraine" was held. The main target of the seminar was analysis of the current state of the legislative regulation in Ukraine on unmanned aircraft flights and development of foremost recommendations for enhancement of the national legislative base taking into the consideration the European best practices.
2015 Representatives of UkSATSE took part in the Operators Conference on Airborne Maritime Surveillance, organized by AERODATA AG in Bremerhaven, Germany.
2015 UkSATSE is planning to take part in implementation of the project on expansion of EGNOS system in Ukraine and inclusion of our country in a list of the participants. EGNOS is designed to improve operation of GPS, GLONASS and Galileo on the territory of Europe.
2016 Ukraine has been elected as the EUROCONTROL Permanent Commission Presiding Country for the current year. Mr. Victor Dovhan, Deputy Minister of Infrastructure on European Integration was appointed as a President of the EUROCONTROL Permanent Commission and Mr. Dmytro Babeichuk, Director of UkSATSE, as a Vice-President of the above Commission.
2016 Continuation of dialogue with neighboring countries on the implementation of Ukrainian proposals to improve the ATS route network in the south-eastern European region. A more recent proposal is the establishment of new ATS routes SOMAT - NAVB1 - OSTOV on the eastern direction and LOMOS - EROMO - TADUN on the western direction.
2017 Meeting with Dr Olumuyiwa Benard Aliu, ICAO Council President and Mr. Stephan Creamer, Director of ICAO Air Navigation Bureau. Information was provided regarding situation monitoring (post-implementation monitoring) in the part of the airspace above the Black Sea, where responsibility for providing air navigation services under international agreements is assigned to Ukraine.
2017 A meeting was held with HungaroControl (ANS Provider of Hungary). A Memorandum of Cooperation between UkSATSE and HungaroControl was signed. It is planned to coordinate the development of the systems of the ATM parties in order to optimize the quality and efficiency of services provided to airspace users.
2017 A meeting was held with the leadership of ANS provider of Baltic Functional Airspace Block (Baltic FAB), namely: the Republic of Poland (PANSA) and the Lithuanian Republic (Oro Navigacija), with the aim of agreeing and signing a Memorandum of Cooperation between UkSATSE and the ANS providers of Baltic FAB. In accordance with the Memorandum, a Working group has been set up, which began work on the coordinated introduction of air space free routes (Free Route) in the Ukraine-Poland interface.
2017 A new modern air traffic control training simulator for Strila-Alenia air traffic control system manufactured by Leonardo S.p.A., Italy was put into operation at Kyiv Air Traffic Control Centre of of UkSATSE. The purchase and installation of the simulator is the first implemented contract financed by the European Bank for Reconstruction and Development (EBRD) in cooperation with the European Investment Bank (EIB) within the framework of the project of modernization of air navigation system of Ukraine.
2018 UkSATSE and the European Aviation Safety Agency (EASA) signed a contract on conducting a certification of UkSATSE as a national air navigation service provider on its compliance with the European Union regulatory requirements.
September 2018 The delegation of Ukraine, consisting of representatives of the State Aviation Administration, UkSATSE and the Ukrainian Embassy in the USA participated in consultations with the Federal Aviation Administration of the USA, which took place on September 20, 2018 in Washington, DC. Consultations were held with the purpose of discussing issues related to further normalization of airspace utilization in Dnipro and Simferopol FIRs.
October 2018 Director of UkSATSE Mr. Dmytro Babeichuk and Director General of EUROCONTROL Mr. Eamonn Brennan have signed an agreement on the provision of support by EUROCONTROL on conducting an external assessment of the effectiveness of the UkSATSE management system. The agreement was signed on October 10, 2018 at the ICAO headquarters in Montreal in the framework of the 13th ICAO Air Navigation Conference.
October 2018 FAA revised Special Federal Aviation Regulation (SFAR113) on prohibition of flight operations in a portion of Simferopol FIR by U.S. air carriers.
November 2018 An agreement between UkSATSE and EUROCONTROL on Emergency Coordination and Action Procedures in the area of provision of Flexible Use of Airspace.
December 2018 Following the results of audit performed by European Aviation Safety Agency (EASA), UkSATSE received a Certificate of Compliance to the EU regulations.
January 2019 UkSATSE took part in the development of the actions plan on implementation of the NATO Regional Airspace Security Program (RASP).
