Strategy
The Development Strategy of UkSATSE up to 2030 is designed to identify the high-level strategic objectives and the main priority areas for improving air navigation services with due regard for national needs and pan-European projects and programmes.

Mission

Provision of high-quality, safe and environmentally-friendly air navigation services in the Ukrainian airspace and airspace over the high seas where the responsibility for air traffic services provision is delegated to Ukraine by international agreements.

Vision

Improvement of the cooperation with stakeholders of the national and world aviation community in order to achieve the best world indicators in this area to ensure the safe, high-quality and efficient transportation of passengers and cargo by air.

Place

UkSATSE is a reliable, predictable and economically-efficient component of the civil aviation infrastructure of Ukraine which is actively developing in the overall process of European integration taking into account the functioning of the Joint Civil-Military Air Traffic Management System of Ukraine.

Strategic objectives

The strategic objectives of UkSATSE were identified having regard to dynamic and stable internal and external factors. The main attention considering the external factors is focused on the following high-level strategic objectives (HLSO):

HLSO01: Safety

Develop and maintain a mature, reliable and efficient safety management system.

HLSO02: Satisfaction of the airspace users’ needs

Strengthen UkSATSE position as a reliable air navigation services provider (ANSP) in the European region.

HLSO03: Operating efficiency

Approaching of UkSATSE to the average European Key Performance Indicators (KPI) of the ANSP.

HLSO04: Reducing the environmental effects

Maintain and facilitate the further integration of the air navigation system of Ukraine into the European one taking into account environmental protection.

The described HLSOs are disclosed and detailed with the medium-level strategic objectives in the lower-level documents/plans, namely the Strategy Implementation Plan, the Business Plan and the Annual Plan of UkSATSE.

For the monitoring of the strategic objectives achieving in the main focus areas of UkSATSE, key performance indicators (KPIs) in the following key performance areas (KPA) are used:
  • Safety
  • Capacity
  • Environment
  • Cost-efficiency

A tool for monitoring the status of implementation of the Business Plan and other targeted programmes, in particular by the State Aviation Administration, is the Annual Report of UkSATSE. If, based on the results of the analysis of the Annual Report, it becomes clear that the key performance indicators have not been achieved in the reporting period, the necessary measures for the situation settlement should be developed.
