Internal Qualification Commission was created in UkSATSE according to the Order of UkSATSE № 48 of 19.02.2003 “About Internal Qualification Commission”. Currently, the Internal Qualification Commission of UkSATSE (hereinafter – UkSATSE IQC) acts on the basis of the Regulations of UkSATSE IQC, approved by the UkSATSE order No. 455 dated 02.07.2021 "About approval of the Regulations of UkSATSE IQC".
Internal Qualification Commission of UkSATSE (UkSATSE IQC) is a permanent unit of Ukrainian State Air Traffic Services Enterprise (UkSATSE) that established with purpose to organize and provide competence assessments of ATCOs and other Air Navigation Services personnel who hold valid ATCO License and to fulfill other tasks and functions delegated to it.
Its means of regulation are meetings. Meetings are held as necessary by the decision of the head UkSATSE IQC.
UkSATSE IQC consists of its head, deputies head from UkSATSE RB, secretary, assistants of deputies` head from UkSATSE RB and members of UkSATSE IQC.
Deputy Director, Operations is the head of UkSATSE IQC, deputies directors for ATS are his deputies from UkSATSE RB.
The membership and the number of members of UkSATSE IQC is determined by the head of UkSATSE IQC and approved by UkSATSE’s orders.
UkSATSE IQC has a secretary from Management of UkSATSE Air Navigation Service Department UkSATSE who reports to Deputy Director, Operations».
The membership of UkSATSE IQC is approved by UkSATSE order №477 dated 12.07.2021 “About approval of the renewed membership of UkSATSE IQC.
Main objectives of UkSATSE IQC:
1. Verification of documents related to the issuance of ATCOs licences and certificates on their compliance with requirements ratified by regulatory, legal acts of Ukraine and regulatory documents of UkSATSE.
2. Organizing of interaction with the State Aviation Administration on the issues concerning the issuance of the ATCOs licences, ratings, rating endorsement(s), issuance, revalidation and / or renewal of their endorsement(s).
3. To organize the candidates’ approval for obtaining permission to conduct examinations in theoretical disciplines of training courses at the ANS units and continuing training.
4. To organize the candidates’ approval for reservation in case of replacement and appointment on ATS managers’ positions.
5. To organize the endorsement approval for work by Segnor ATCO and Supervisor.
6. To prepare and update:
6.1. Sample Unit Competence Scheme of ANS units of the Ukrainian State Air Traffic Services Enterprise.
6.2. Local Unit Competence Schemes of ANS units of the regional branches of the Ukrainian State Air Traffic Services Enterprise.
7. Monitoring of relevance of training courses at the ANS units and continuing training.
8. Monitoring of the implementation of the requirements on the issues concerning the ATCO licence holder’s competence, ratified by regulatory, legal acts of Ukraine and regulatory documents of UkSATSE.
9. Methodological support for the managers and ATCOs on the issues concerning administration of processes for the obtaining of ATCO licences, ratings, additions to the rating and corresponding endorsements in the part concerned.
10. Registration of UkSATSE LQC documents and archiving of these documents.
11. Interaction with international organizations, certain structural branches of State Aviation Administration and UkSATSE departments on the issues of ATS personnel certification according to the particular instruction of UkSATSE Director.
12. Consideration of cases concerning the competence of the ATCO licences holder’s with appropriate endorsements in cases of occurrence of safety events in the air traffic management, which is based on the results of investigations of accidents or incidents in compliance with the principles of Just Culture in UkSATSE.
UkSATSE IQC in all their activity should comply with Ukrainian legislation, orders and regulatory documents of UkSATSE and Regulations of Internal Qualification Commission of UkSATSE.
Regulations of UkSATSE IQC agreed with SAA of Ukraine and approved by orders of UkSATSE.
Preparation and update of the sample and local Unit Competence Schemes is arranged according to the requirements of the Regulations of UkSATSE IQC.
