Government approves Financial Plan of UkSATSE for 2024
On 5 December 2023, the Cabinet of Ministers of Ukraine approved the 2024 Financial Plan of UkSATSE.

The main objectives of UkSATSE activity in 2024 are:

-to keep the Ukrainian air navigation system infrastructure alive and functional;

-to retain and support highly qualified personnel and ensure the operation of UkSATSE units as the main component of the Joint Civil-Military Air Traffic Management System of Ukraine (JCMS) in the interests of defence and security of the State.

As the Ukrainian airspace is currently closed to civil flights, there is no income from the operating activities of UkSATSE. Critical expenses are financed exclusively by the European ATM Voluntary Solidarity Fund established in 2022 on the basis of the European Organisation for the Safety of Air Navigation (EUROCONTROL) and replenished by the EUROCONTROL Member States.

European ATM Voluntary Solidarity Fund extended for 2024
Today, the EUROCONTROL Permanent Commission has taken a historic decision to extend the European ATM Voluntary Solidarity Fund for 2024 to support Ukraine and Moldova. Like this year, the Fund will allow ensuring the operational activities of UkSATSE and creating the prerequisites for the resumption of services in the Ukrainian airspace after the end of hostilities.

For almost 2 years now, Ukraine in general and its aviation sector in particular have been going through the most challenging period in their history. While the heroic Armed Forces of Ukraine are fighting to de-occupy the Ukrainian land, the aviation authorities of Ukraine and UkSATSE are working hard to find ways for the rapid post-war recovery of air navigation services in the Ukrainian airspace, which is a crucial condition for the resumption of civil aviation operations.

Andrii Yarmak, Director of UkSATSE, signed a Memorandum of Cooperation with ROMATSA R.A.
During his working visit to Romania, Andrii Yarmak, Director of UkSATSE, signed a Memorandum of Cooperation with Mr. Adrian-Marius Cojoc, Director General of the Romanian Air Traffic Services Administration (ROMATSA R.A.), to deepen cooperation between the two countries’ air navigation service providers.

This MoC enhances our ability to resume air navigation services in Ukrainian airspace through the provision of additional training for Ukrainian air traffic controllers, coordination between ANSPs at the operational level and regional cooperation in order to identify common strategic objectives.

Andrii Yarmak, Head of UkSATSE, took part in a strategic meeting organized by Airports Council International - ACI Europe
Andrii Yarmak, Head of UkSATSE, took part in a strategic meeting held on September 14, 2023 in Brussels with the participation of the heads of key Ukrainian airports, European institutions and financial organizations - DG MOVE (Directorate-General for Mobility and Transport), EUROCONTROL, EASA (European Union Aviation Safety Agency), EBRD (European Bank for Reconstruction and Development) and EIB (European Investment Bank). The meeting was organized by Airports Council International - ACI Europe.

The delegation of Ukraine, headed by Deputy Vice Prime Minister for Recovery Serhiy Derkach, together with the main participants of the Ukrainian aviation market, discussed the current situation in the aviation industry of Ukraine, outlined the main focuses of further recovery, including operational activities and readiness to provide civil aviation services, financing and implementation of major infrastructure projects.

"Ukrainian State Air Traffic Services Enterprise that’s headed by me," said Andrii Yarmak, "is the national provider of air navigation services in Ukraine and connects all Ukrainian airports with air routes, as well as with other airports in the world. And for us, as always, ensuring flight safety in this air communication has been and remains a top priority."

He also noted that the UkSATSE team has experience in implementing the Safety Case - when opening air routes in Simferopol FIR over the high seas of the Black Sea, where the responsibility for providing air traffic services is delegated to Ukraine under the international agreements.

Andrii Yarmak, Director of UkSATSE, confirmed the intentions for cooperation with the FAA in the direction of maintaining and developing the knowledge of air traffic control personnel.
We signed the Memorandum on providing access to the FAA online training platform, which contains training materials for self-study of air traffic controller license holders in 15 areas, as well as courses for CNS specialists.

In view of certain differences that exist in ATS procedures between ICAO and FAA, work on systematization and streamlining of the training process will be organized later.

Andrii Yarmak, Director of UkSATSE, held a working meeting with the executives of the Polish air navigation service provider — PANSA
During the meeting arrangements for the refresher training of UkSATSE ATCOs at the training centre of the Polish provider have been finalized.

In addition, starting from September 11, a group of UkSATSE specialists will start working in Warsaw as part of this project, whose task is to develop detailed training programmes for refresher training on the premises and with the participation of PANSA specialists.

UkSATSE provides regular refresher training for all ATC personnel both in Ukraine and abroad
In early July, UkSATSE received part of the third tranche of funding, which will enable it to continue all the projects and programmes already underway.

It is worth recalling that under the skills maintenance programme, Ukrainian ATCOs had the opportunity to attend a refresher training course at Ecole Nationale de l’Aviation Civile (ENAC - National School of Civil Aviation) in Toulouse, France, which allowed them to improve their knowledge of approach and aerodrome air traffic control.
Ukrainian specialists have also completed training in the Design of ATC Simulation Exercises and Courses (HUM-SIM) course in Luxembourg at the EUROCONTROL Institute of Air Navigation Services (IANS) and the UARC Renewal Training Course in Maastricht, the Kingdom of the Netherlands, based on the MUAC simulation facility.
This training will help ATCOs and OJTIs to improve their professional skills and acquire the knowledge necessary to provide simulation training and further ATCOs assessment in the respective UkSATSE ATM Centres.

The transparency and accountability of the use of funds received by UkSATSE from EUROCONTROL should also be highlighted. Funding is subject to a detailed cost estimate and a positive evaluation by external auditors.

EUROCONTROL Member States decide to cover Ukraine’s contribution to organisation’s 2023 budget totalling about EUR 4 million
The 59th meeting of the Provisional Council (PC) was held at EUROCONTROL Headquarters in Brussels where the EUROCONTROL Member States supported the programme “Raising the Bar: Building EUROCONTROL 2030” presented by Director General Raul Medina Caballero, which is a strategic view on the Agency’s future tasks and transformation. The first item of this programme is entirely devoted to supporting Ukraine and, in particular, defines the Agency’s initiatives aimed at delivering help to Ukraine – the Yellow-Blue Roadmap.

At the ad hoc session of the Permanent Commission following PC/59, the Member States unanimously supported the request of Ukraine for funds to cover its annual contribution to EUROCONTROL 2023 budget – for a total amount of around EUR 4 million.

We continue training our air traffic controllers
The images of the Ukrainian airspace were displayed on the monitors of the ATC simulator of Maastricht Upper Area Control Centre (MUAC) for the first time ever.

The training of Ukrainian ATCOs is delivered under the Action Plan between UKSATSE and EUROCONTROL for Air Navigation Services Recovery in the Airspace of Ukraine and is evidence of the systemic common efforts of UkSATSE and EUROCONTROL.

Starting today, our colleagues with the engagement of experts from MUAC, which has long been an advanced Centre in Europe in terms of the ATS efficiency and the use of the latest ATS technologies, receive training under the UARC Renewal Training Course program. This training will enable ATCs, OJTIs and experts to enhance their professional skills and expertise required for delivering simulation training to maintain practical skills of ATCOs, refresher training and further assessment of controllers at the ATM Centres of UkSATSE.

Today, European Organisation for Safety of Air Navigation transferred second tranche of European ATM Voluntary Solidarity Fund to Ukrainian State Air Traffic Services Enterprise
In accordance with the Agreement between Ukraine and EUROCONTROL relating to the implementation of the Fund, the allocation of funds was based on the completion of the first phase of an in-depth assessment of the UkSATSE cost-base by individual cost elements and payments, and a positive report on the compliance of the cost items with the Fund purposes and procedures issued by the external auditors appointed by EUROCONTROL (Ernst & Young).

The transparency of the UkSATSE activities and use of the Fund resources is a crucial basic element of trust of the EUROCONTROL Member States which fill the Fund and support the Ukrainian air navigation sector.

The launch of the process of training and maintaining the qualifications/competence of the UkSATSE operational (air traffic control) personnel at the training centres of our foreign partners has become an important part of the second tranche.
