Ukraine is the only internationally recognized state, which provides air traffic services over the high seas within Simferopol FIR. This was stated by Eugen Kravtsov, First Deputy Minister of Infrastructure of Ukraine, during the plenary session of the 39th Assembly of ICAO – International Civil Aviation Organization, which took place on 28 September in Montreal (Canada). Ukraine is also represented by Oleksandr Bilchuk, the Chairman of the State Aviation Administration of Ukraine, and Galina Durmush, Head of Aviation Transport Department of Ministry of Infrastructure of Ukraine.
“After the temporary occupation of the Autonomous Republic of Crimea since April 2014 the Russian Federation has been trying to unilaterally declare the right to provide air navigation services within Simferopol FIR by issuing its own aeronautical information publications. These publications have possible adverse effects on flights safety and are direct violation of the international agreements by the Russian Federation” – said Eugen Kravtsov in his speech.
He also stressed that the responsibility for provision of air navigation services in the airspace over the high seas within Simferopol FIR is delegated to Ukraine according to the ICAO Council Decision of February 17, 1997.
“Therefore, Ukraine is the only internationally recognized state, authorized to provide air navigation services within the Simferopol FIR and publish aeronautical information regarding Simferopol FIR” – said Kravtsov.
“Taking into account the above, Ukraine proposes the Assembly to emphasize the importance of clear and strict adherence to standards and recommended practices of ICAO by all its Member States” – added First Deputy Minister of Infrastructure of Ukraine. |
