UkSATSE Unveils State-Of-The-Art Air Traffic Control Centre in Simferopol
A fully modernised air traffic control centre (ATCC) was opened in Simferopol by the Ukrainian State Air Traffic Service Enterprise (UkSATSE) on June 15 2007.

Bringing the refitted centre on stream will improve the quality and efficiency of air navigation services in Ukrainian airspace and also over the region of the Black Sea for which Ukraine has been given responsibility by the International Civil Aviation Organization (ICAO). Successful implementation of the project is thus also a contribution by Ukraine to the development of the global air navigation system.

Air traffic volumes are constantly rising in Ukraine and throughout the world. In the first quarter of 2007, the number of flights in Ukrainian skies increased by 11.3 %. Moreover, forecasts by the European Organization for the Safety of Air Navigation (EUROCONTROL) — of which Ukraine has been a member since 2004 — point to a doubling in the intensity of air traffic over the European region by 2020. The introduction of a state-of-the-art centre will therefore not only improve the management of today’s air traffic, but will also help prevent potential problems with Ukrainian and pan-European airspace capacity arising in the future.

The opening of the modernized ATC centre will also further the development of civil-military coordination within the framework of the Joint Civil-Military System of Air Traffic Management in Ukraine, which has been in operation since 1999. In fact, in the context of Ukrainian security interests, the opening of a centre such as this could be described as an event of national importance.

The modernisation work was funded by UkSATSE and credit from the European Bank for Reconstruction and Development (EBRD). The total capital expenditure was 45 968 500 hryvnas. Of this, construction and assembly work accounted for 22 880 800 hryvnas, while 10 972 600 hryvnas was spent on equipment and stock.

The companies carrying out the work were chosen by open tender. Renovation of the centre’s building was conducted by the Ukrainian joint-stock company Prioritet. Indra Sistemas from Spain installed a monopulse auxiliary radar, Selex from Italy — the aerodrome radar, and another Italian company S.I.T.T.I. — the voice communication system, while the remaining technical equipment, the Victoria automated air traffic control system, was developed and installed by SPA Aerotechnika, a domestic manufacturer of air navigation equipment.

The Victoria automated air traffic control system is designed to support and analyse air traffic control and airspace management processes in the Simferopol Regional ATC Centre’s zone of responsibility, which has a number of distinct features. The Simferopol centre oversees an area of almost 200 000 km2, making it the largest of the five Flight Information Regions covered by Ukraine, and a substantial part of the airspace it is responsible for is international airspace above the neutral waters of the Black Sea. This is where the busiest airways are to be found. In 2006, there were nearly 165 000 flights in this region, up 8 % on 2005. In the first quarter of 2007 alone, Simferopol Regional ATC Centre professionals provided air navigation services for around 35 000 flights.

The reconstruction and re-equipment of the regional ATC centre in Simferopol has been accomplished within the framework of Ukraine’s Civil Aviation Development Concept, which was approved under Decree No. 1587 of the Cabinet of Ministers of Ukraine of December 28 1996, the Guarantee Agreement between Ukraine and the EBRD of February 14 1998, and Credit Agreement No. 639 between UkSATSE and the EBRD of February 26 1998.

Note. The Ukrainian State Air Traffic Service Enterprise (UkSATSE) was founded in 1992. The director general of UkSATSE is Yuriy Cherednichenko. The enterprise is the basis of the Ukrainian air navigation system and provides the full range of air navigation services: air traffic service, air traffic flow management, airspace management, the provision of radio communication, navigation and surveillance as well as aeronautical and meteorological information for flight operations of all types. UkSATSE’s zone of responsibility covers five Flight Information Regions with a total area of 774 569 km2. The total length of international routes in Ukrainian airspace is six times greater than ten years ago and now extends to 47 145 km.
